Boyd's published "By Authority" declaring the acts of any one but himself illegal and reiterating his claim to the office of the Public Works Department, Henry E. Cooper continues to act as superintendent and hl3 orders are obeyed by all the subor dinates in the department. Mr. Cooper yesterday gave orders as usual concerning the conduct of the of fice of Superintendent of Public Works, and his orders are respected' as such by all the employes of the government and others who ,are affected by them. The engineer s, water works, garbage, road supervisor's and other offices are under the control of the Superintendent of Public Works, and though they are in the basement of the capitol building, and the entrances are r.ofc guarded, no attempt has as yet been made by Boyd to assume control of them, nor has he issued a single order as Superintendent of Public Works since his return. Two policemen are still on guard at the apitol building, though no further attempt has been made to effect an en trance, and the matter will now prob ably be left to the courts. It is not expected that Humphreys will file his petition for mandamus this week, as Judge De Bolt is presiding at cham bers, while next week Judge Gear will preside and the case will naturally come before him, If action Is deferred for a few days. There are many rumors.in connection with further shortages but government officials yesterday would make no state ment concerning them, there being only a simple announcement, that there had been no additional developments. . A. gathered in numbers last evening at the rooms of the associa tion to assist in the celebration of Hal loween. Though the social was one day earlier than called for by the cal- i endar there was no lessening in the en joyment of the occasion, which par took of all the unique customs of All Saints Day. The darkened lights with the pretty decorations of palms, ferjis and other foliage helped out the weird games wonderfully, and the carefully : laid plans of the ladies left those present always in doubt as to the next sur prise. In one room was a gigantic spider web which, when unravelled by the curious, told of fortunes which the fu ture might bring. A gypsy fortune teller assisted In the entertainment, while bobbing for apples was a favor its amusement. A ghostly orchestra rendered several selections and alto gether the evening with its games, etc., was one of much pleasure for the hun dred or more people . who were fortu nate enough to be present. Pleasure to Show the Goods i LIMITED. moon James Ashford, one of the oldest res idents of the Territory; died yesterday morning at the advanced age of 82 years. His illness was but brief, and his age contributed greatly to his aeatn, wnica was extremely sudden, and a matter of great sumrisp. to hi3 acquaintances. . Mr. Ashford was born in Ontario Canada in 1820, and came to Honolulu tourteen years ago to make his home with two sons. V. V. Ashford and C. W. Ashford. He was said to have been the oldest Free Mason in the islands. The funeral was held vesterriav af ternoon at the residence of the son -of jtne deceased, C. W. Ashford, on Bere- tania street. The deceased leaves six rhilrlrpi fmir daughters and two sons. Drouth In Mexico. WASHINGTON, October 22. The worst drouth in the history of North ern Mexico prevailed during the six months ending last July, says the an nual report of the agent at Jiricalla Apachian Agency, New Mexico. The crops lor are a total failure. The Indians dug under the rocks for enough water 10 quencn tneir thirst, and drove their stock for days before find ing water for them. Many ho'pes, cattle, sheep and goats, according to the agent, died of hunger and thirst "The Indians," he says, "have been drinking water that would Mil an or dinary man. In spite of their self-help there is not enough income to keep the Indians from want." The remedy advocated by the report is the sale of timber, which, it Is stated, would soon enable them to supporilthemselves if the proceeds were applied to the pur chase of sheep and cattle. If a remedy is not applied, the report suggests it is likely that the Jiricalla Apachy al ways will be a burden to the government. The young people of the.
