En gineer in-chief Gone of the Navy in his annual report urges increased compen sation for the clerical and drafting force of the bureau. "Aside from the question of the greatly enhanced cost of living, so largely reducing the actual compensation below what it vns a few years ago," he says, "the bureau bases its strongest plea for this increase upon the fact that to a very large extent the work of the bureau is purely technical, requiring a high and peculiar order of ability ju its clerks and draftsmen i winch it is dillicult In seeure and retain at their present salaries. For this roa on it is urged that immediate provision be made lor higher pay for these em ployes. ' ' Wants the Best Engines. Engineer-in-chief Cone is anxious that the I'nitcd States navy shall not drag behind European powers in the development of machinery for naval vessels. In his leport he makes a strong p'U-a for an appropriation of a quarter of a million dollars to experiment with 1 he new "internal combustion" engines to replace the present types of recipro cating and turbine engines in warships. He says tint his bureau has been un able to do its part in this new devel opment during the past year for lack of funds, though considerable progress lias been made on shore in the construc tion of ens power plants, using bitumin ous coal. Two repair ships of 13.."ni) tons and I I knot speed are regarded as of vifal impoitan.e to maintain ;he military ellicieney if the fleet without recourse . o navy yards. The engiiieer-in-chief takes great pride in the present high state of ethciency of the engineering corps, which he says has greatlv in creased the economy of operation of the machinery plants on naval vessels.
