lulu nearly twonty four hours be
fore tho so called committee of
safety proclaimed tho exiatouco of
tho Provisional Government and tho
dethronement of tho Qucon At
half past two oclock on Tuosday
tho committee of safety aftor an in
terview with Minister Slovons in
which ho agreed if tho revolution
ists wero attacked by tho Queens
forces that ho would interfere ai d
tho Queens Ministers rocoived tho
same information Evon thon thoy
sent ono of their number to the Gov
ernment building to see who was
there and finding no ono preaont
they proceeded to tho building in
squads by difforont routes and read
their proclamation

That on Tuesday at 1 oclock they
called on Mr Stevens and by him
woro informed that in tho ovont at
theQtieeus forces assailed tho insur
rectionary forces ho would inter
vene
At 230 oclock of the same day
tho members of tho Provisional Gov
ernment procoedod to tho Govern
ment building in squads and road
thoir proclamation They had separ
ated in their march to the Govern
ment building for fear of observa
tion and arrest There was no sign
of an insurrectionary soldior on tho
stroots Tho committoo of safety
sent to the Government building a
Mr A S Wilcox to see who was
there and on being informed that
there were no Govornmont forces on
tho grounds proceeded in the man
ner I have related and road their
proclamation Just before conclud
ing the reading of this instrument
fifteen volunteer troops appeared
Within a half hour aftorward some
thirty or forty made their appear
auce
A part of tho Queens forces
numbering 221 were located at tho
Station House about one third of a
mile from the Government building
The Queen with a body of B0 troops
was located at the Falace north of
tho Government building about 100
yards A littlo north east of the
Palace and some 200 yards from it
at tho barracks was another body of
272 troops Tho forces had 14
pieces of artillery 386 rifles and lG
revolvers West of the Government
building across a narrow street woro
posted Capt Wiltse and his troops
and likewise having artillery and
small arms
Immediately upon roading the
proclamation by a citizen of tho
the United States establishing the
so callod govornmont while the
Queens fcrceB wero still in posses
sion of tho Polico Station and all
other defensive avenues of tho Gov
ornmont our Minister sent a noto to
the Committee of Safety recogniz
ing tho Government as tho de facto
Government of tho islands Mr
Steveus said
A ProvisionaljGovornmont having
been duly constituted in the placo
of the recent Government of Queen
Liliuokalani and said Provisional
Government being in full possession
of tho Government building the
archives and tho treasury and in
oontrol of tho capital of tho Hawai
ian Islands I heroby recognize said
Provisional Govornmont as tho de
facto Government of tho Hawaiian
Islands

without a soldier without munitions
of war a fow foroignors declared
that the Govornmont of tho Queon
had ceased to exist and in its stead
they had sot up a Provisional Gov
ernment Docs tho history of all

tho revolutions ever hatched for the
overthrow of an Organized Govorn
mont this must stand out in tho
pages of history as tho most farcical
It is not nocessary to sustain Mr

tho Now York Horald and remained
thoro sovoral mouths investigating
tho causes which lead to tho revolu
tion and how it was earriod out
First Tho Hawaiian Government
to which ho was accredited did not
ask him to land troops It was cer
tainly competent to deal with any
attompt at disorder or insurrection
having troops arms and a battory of
gatlings as well as a police force all
under command of an officer cap
able aud ready to not This tho
conspirators know and thoroforo
thoy did not actively niovo until
after Mr Stevens had landed tho
United States forces and guns They
read thoir - proclamation in fact
under tho protection of tho United
States forces and undor their guns
Second Mr Stevens has pretond
ed that ho landed tho troops aud
guns to protect tho life and property
of Americans This was ono of tho
false statements by which ho de
ceived Secretary Foster But Am
orican life and property aro found
in Honolulu tho last on or near tho
wharves and tho first in tho resi
dence part of tho town Ho station
ed tho Bostons men and guns away
from the wharves and busiunss
stroots and far away from tho resi
dence quarter between the Palace
and tho Government building in
such a way as to command both of
these and nothing elso
I have tho authority of a naval
officer with whom I examined tho
place for saying that where Mr
Stevens ordered tho troops to bo
placed they woro useless to defend

cellently posted to cow and if nocos
sary disperse tho Government and
covor the hasty proclamation read
ing of the conspirators
Third Mr Slovens pretends that
there was a threat of disorder under
which ho lauded troops But on
the contrary overwhelming evi
dence shows that tho town was en
tirely quiot
