Senator Perkins Boasted for Hood
ing Instructions from Californias
Legislature
Call Office Riaas House
Washington Jan 9
Senator Perkins expressed sur
prise that members of tlifl Legisla
ture should change in sentimont
when a few years Binco California
voted overwhelmingly to restrict
Chinese immigration
The action of the Legislature is
surprising also said he in view of
the fact that annexation of the
Philippines will ruiu Californias
beet sugar industry
At the same time Senator Perkins
says he will obey the instructions of
the Legislature
The Springfield Republican ar
riving here to day was extensively
circulated in the United States
Senate It scores Senator Perkins
for asking instructions of the Legis
lature respecting his attitude to
ward the peace treaty and says
After expressing the conviction
that the acquisition of the Philip
pines would be disastrous to the re
public he smothers his convictions
will violate his oath of office and
vote for what he conceives to be in
jurious to the country His course
is self stultifying to the last degree
Mr Perkins does not go to the peo
ple of California for instructions
but to a lot of alleged representa
tives who had no more business to
instruct him on behalf of the peo
ple than he had to instruet himself
When Mr Perkins obeying instruc
tions of interlopers risns to vote for
the treaty heshould be promptly
challenged The California Legis
lature is not a member of th United
States Senate It has no vote tbnre

since Spain is powerless to maintain
a sufficient force to defend them
The Government arrived at this de
cision in consequence of adviceB
from General Bios that an army of
4000 men a man-of-war aud two
gunboats would bo necessary for the

El Impnroial says Tub Govern
