Tho second meeting of tho lawyers
interested in organizing a Bar Asso
ointion which was hold yesterday af
ternoon in tho Judiciary Building
had nearly double the number pres
ent than attended nt tho previous
meeting It was futhormore a thor
oughly representative gathering for
nearly all the senior members of Bar
at present in Honolulu were in at
tendance including among them tho
Attorney General and his deputies
and assistants and ex Attorney Gen
erals and Cabinet Ministers Smith
Hatch Brown Neumann Castle and
Armstrong wth Speaker Kaulukou
W A Khmer and Judge Peterson
and Marshal Brown
The temporary chairman Mr J
M Davidson in a temperate speech
in which he deprecated partisan
politics iu such an organization as
he never had affiliated with politics
withdrew from the temporary pre
sidency and Mr Paul Neumann was
unanimously elected in his stead
Mr Case continuing as secretary
The constitution providing speoi
ficnlly that tho asocintion shall be
non political in oharacter wns then

given notice of presenting which
had threatened to become a very
disturbing elemert in tho organiza
tion
Judge Davidson neatly replied for
Mr Paul Neumann on his assump
tion of the presidency
The association adjourned to the

over yesterdays meeting of the
Board of Health
On motion it was decided that
the period of quarantine against the
bubonic plague should be extended
to twenty one dajs from the time of
arrival of infected ships or of leav
ing an infected port The regula
tion is to apply to both cabin and
steerage passengers
Dr Emerson reported that the
sanitary arrangements of the Re
form School were in perfect order
and not responsible for tho cases of
typhoid fever which had appeared
there
Tho milk inspector was instructed
to prosecute a Japanese milk vendor
for admittedly diluting his milk
with water to the extent of two
quarts to a gallon
The application for licenses to
practice of Drs Charles MoNulty
aud Schware were favorably report
ed upon
Upon tho rnnommendation of
Brother Dutton Father Victor was
granted permission to go to Molo
kai for ope month on trial
Dr Thompson now in California
was tendered the position of Gov
ernment physioian at Waianae in
answer to his request for employ
