Construction of tho Nicaragua canal
Is to be insisted upon in both Houses
of Congress witliqut regard to tho com 1
mission recently appointed by the
ldent Ho consider the feasibility of tho
various routes I
Tho House Committee tons already
agreed to report the Hepburn canal
bill and tho Senate committee on
canals of which Mr Mor
gan is chairman agreed today with
practical unanimity upon ho same
course
It Is expected that the decision to
report the bill will bo reached shortly
This measuro will not be pressed at
present it ueing uie uesiro ot senator
Morgan to await the action of tho
Houso although If these sliould be de
lay in that body Independent consider
ation will be asked in the Senate
Mr Hepburns bill contemplates full
American control of tie canal with
authority to fortify tho work It Is this
provision which lias attracted tho at
tention of diplomats in Washington
especially representatives of tho En
glish and German governments It is
in violation of the Clayton Bulwer
treaty between the United States and
Great Britain in which iboth countries
agree upon joint control of any inter
oceanlc canal
It is a mooted question whether or
not this treaty has been abrogated
Great Britain liolding that it is sthl in
force and this view ihaving been ac
quiesced in by all administrations up to
the present It Is said to be the view
of this administration
Great Britain elgnined iher willing
ness to formally abrogate the treaty
sometime ago if the United States
would guarantee the neutrality of the
canal but the negotiations were an
suptly ended rwhen the high joint com
mission dissolved owing to the unwil
lingness of the British ministry to
sbow further friendliness to the United
States at the risk of displeasing
Canada
The action of the Senate and House
Committee Indicates a purpose to con
struct a canal under American control
This would probably bo followed by a
system of discriminating tolls a situa
tion which Is not acceptable to Great
Britain
Germany mado some Inquiries re
garding tlie purpose of the United
States when the Hepburn bill was dis
cussed during the last session of Con
gress but upon assurance that the
United States would neutralize the
canal these inquiries were not pressed
It is certain however that any serious
effort to press the bill in ita present
form will lead to diplomatic corres
pondence
