FICIAL MANNER.
Special Agent Thomas of the Internal
Revenue Office Visits Hawaii and
Finds a Pretty State of Affairs
Under Deputy Sheriff Andrews.
Deputy Sheriff Overend, one of Andrews
men over on the Island of Hawaii,
has been proceeding against
Chinese dealers in hop beer on the
nig island In a way that may lead him
into more trouble than he with his

Three Chinese have been found
guilty by Magistrate Hall of violating

a the circuit court and the defendants

, This state of affairs in Deputy Sheriffs
Andrews' jurisdiction was

gent of the Internal Revenue department,
who is here n connection with
the changes in the office of Revenue
Co.ector. He returned Sunday from
a tour of Hawaii. Concerning the illegal
proceedings against these Chinaman,
he said:

"Of course we can proceed against
we Chinese for not keeping their tar
receipt posted, but knowing as we do
that the stamped paper was torn down
hy 'official force,' it would be manifestly
unjust to impose heavy penalties
upon the helpless Chinese. We question
the right of a sheriff to take down
a. special United States tax receipt.

prosecution, ho should have the privilege
of using It or not using It as evidence

know a shoriff would not take down
such n receipt if It belonged to a white
man.
"The Internal Revenue department
docs not undertake to protect holders
of special license receipts from penal-tics
provided by local laws. However
ft Is very strict requiring the observant
of Its own rules. This office will
make no move against the Deputy
Sheriff's Andrews or Overend. That
wfl! be left to the discretion of United
Statos Attorney Bnird.
"It seems fn Hllo and In northern

quantities of 'hop beer.' There is no
"toca! license law for its sale. The
United States Internal Revenue law

this stuff. These Chinamen had protected
themselves by taking out special
United States licenses. The
sheriff and District Magistrate Hall
seem to consider this certificate prima
lade evidence of sales of all kinds of
Tiquor. It is very irregular and the
cases will fall to pieces In the circuit
court."
While on Hawaii. Mr. omas discovered
that ninny of the Japanese

or prosecution as unlicensed wholesale
and retnll liquor dealers. These
Japanese have been regularly taking
orders for liquor n Hilo and delivering
ft to customers on the plantations.
"We stuck a half dozen of them for
the regular tax and the fifty per cent
penalty," he said.

Ail persons holding water privileges
or those paying water rates, are hereby
notified that the water rates for
the term ending June 30, 1901, will be
due and payable at the office of the
Honolulu Water Works, or the 1st day
of January, 190L
All such rates remaining unpaid for
15 days after they are due will be sub
ject to an additional 10 per cent.
All privileges upon which rates remain
unpaid February 15, 1331, (30
days after becoming delinquent), are
itable to suspension without further
notice.
