objects that are not of the slightest
benefit to the nation at large will ac
count for probably more than the round

of revenue thrown away on semi-barbaric
display on military and naval

into the favor and patronage pertain
ing to the court precincts

ecr has the blessed fortune of a prac
tical and progressive Administration to
undertake the service
At home every impediment to the
settlement of available land for culti
vation or grazing purposes should be
removed The greedy lamf grabbmg
rjngs and individual public robbers of
that ilk require to he summarily and
finally sat upon If the country has
the good credit abroad which some
people claim and which undoubtedly
it is its own fault if it has not money
should be obtained with as little delay
as possible for purposes of irrigation
whereby now desert stretches of deep
soiled valleys slopes and plains may
be rendered fit for the dwelling place
of wealth producing population This
Idea is no figment of an optimistic im
agination but ought to occur to any
one from the example set by intelligent
peoples on all sides of this very ocean
Then there is the suggestion of a com
mercial and industrial museum on the
model of those now multiplying in
Europe which this paper has different
times put forward as an institution that
would be of incalculable value for this
country ro have established in Hono
lulu
Abroad every one of the many Ha
waiian consulates and icc consulates
should be made if possibtc an active
agency for the diffusion of information
regarding the resources capabilities
and advantages of this country as in
ducements for the attraction of capital
and population from the plethoric
stores and crowded shores of foreign
lands The United States Government
has reduced tins branch of national
service to a science and would be a
willing teacher of the Hawaiian Gov
ernment provided the latter with its
pretensions to heaven born tutorship
of surrounding barbarians should be
humble enough to learn a monarchical
from a democratic realm It is true
that a few of the representatives of this
Kingdom at foreign capitals arc doing
something in the direction indicated
but from all that appears in results
their work in that regard is done
more in conjunction with their indivi
dual enterprise and active business
nature than effected through the pre
cisc operations of a wcll dcviscd and
regulated system adopted by the
country that they represent Some of
the money wasted in vain masquerad
ing before the view of great nations
and in assuming an importance that
this nation can neither attain in deed
nor maintain in the face of interests of
great Powers among our simple island
neighbors would suffice to sutain ah
effective system tn the great centres of
wealth and population abroad for ad
vertising the country opening new
markets for its products and inducing a
flow of capital and population to its
shores
