AGITATION
Agitation is to reform what planting
sowing and eultiratingthe land are to
the harvest season The conditions
necessary to success are very much the
same iivboth cases Like the putting
in of seed agitation must be timely
otherwise it will result only in loss of
means and the throwing away of force
It is essential also that it be conducted
by those who understand the processes
to be followed or in other words who
have mastered the know how The
absence of these requisites and many
more that might be enumerated in the
agitations of this insular community is
what has retarded progress and left
improvement unprovided for Popular
utterances have found expression only
in a desultory manner A sort of
guerilla warfare goes on against public
abuses but no organized plan of cam
paign has ever been adopted much
less followed Needed reforms in
public affairs fail of being achieved
not because they arc beyond the reach
of the people but because the people
have failed to take the only steps that
have ever proved useful to give ctTcct
to their wishes All that has been
done to prepare the soil and to deposit
the seed for a crop of reform has been
the breaking of the crust of official
transactions and unearthing a few
scandals and scattering opinions about
in a pell mcll sort of fashion This is
not the way the agriculturist secures
rewards of his labors And if the com
parison holds good it may be set
down as a dead certainty that if their
methods remain in the present loose
ends condition those who arc earnestly
desirous of realizing even moderate
returns of national development in Ha
waii will continue to Itbwl on 10 the
end of the chapter As soon as the
agitation already afoot is well organ
ized and skillfully conducted results
may be counted on hitherto they have
been at the full value of nothing
