Mexican Rebel Asks Peace With Carranza DOUGBAS, Ariz., Jan. 12.—The rebel leader, Gen. Peleaz. who is chirged with the murder of a score of foreigners in Mexico, besides keeping the oil regions in an uproar most of the time, is negotiat ing for surrender to Carranza, according to advices from Mexico City today to Roberto Perez, chief of the Mexican se cret service in the northern district. Peleaz asks that he be given the rank of /olonel in the federal army, which rank he held under Madero. First Woman Member on Board Selected Mrs. William A. Hough of Greenfield was today appointed by Gov. Goodrich as the first woman member of the board of trustees of the State School for the Blind. She succeeds A. C. Pilkenton, republican, of Greenfield.
