Orders Increases and
Some Decreases.
PROTESTS ARE EXPECTED
Long distance and toll rates estab
lished by the United Stafes government
while exercising wartime control of tele
phone lines were ordered continued by
the Indiana public service commission,
in findings made public today.
Exchange rates established by the
postmaster general in six cities and
towns by the Central Union Company, in
twenty-four exchanges of the Southern
Indiana Telephone Company and in eight
Indiana exchanges of the Chicago Tele
phone Company were ordered continued
by the commission. In eight Central
Union exchanges decreases were ordered
and In twenty-one increases were granted.
Increases were also granted in five south
ern Indiana exchanges.
Value of .the Central Union's property
for rate making purposes was determined
to be $15,700,000; Southern Indiana com
pany. $2,092,810, and Chicago Telephone
Company, $2,114,000.
The petition of the Central Union
Company had asked increases of from
25 to 50 per cent in all the Indiana cities
and towns served.
TWO CITIES
GRANTED INCREASES.
The commission decided that inferior
se-vice due to obsolete equipment in
Ctv.TTfordsville and Frankfort justified
decreases in rates of those exchanges.
In Alexandria, Bunker Hill, Elwood.
Fairland, Granger and Smith Valley the
Central Union was ordered to continue
the federal rates.. Increases were allowed
for the following exc hanges: Auburn.
Ledford. Greenwood. Indianapolis. Ken
dallville. Lewisville. Manilla, Munoie.
New Carlisle, Osceola. Peru, Lome City.
South Bend. Mishawaka, Washington
and Yorktown.
Increases of 25 cents a month wore
denied the southern Indiana Telephone
Company on individual and four-party
residence sen-ice. That was the chief
plea of the southern Indiana company
for exchanges operated in thirteen coun
ties. The company was allowed in
creases at (fc?ntryville, Lynnville, Ma
rengo and Oliver.
Continuation of the federal rates were
granted in the following .ities served by
the Southern Indiana Company: Boon
ville, Charlestown, Chrlsney, Corydon,
Evansville, Grandview, Hatfield, Jeffer
sonville, Lamar. Mt. Vernon. Newburgh,
New Harmony, Newtonvilie, Richland.
Rock-port, Savah, Troy, Utica, Tennyson,
Cannelton, English, Ilenryville, Salem and
Tell City.
EIGHT (ITIES
IN CHICAGO AREA.
The Chicago Telephone Company was
granted continuation of the wartime rate
in the eight cities named in its petition.
The cities are: Gary, Hammond, East
Chicago. Whiting, Lowell. Dyer, High
land and St. John, all in Lake county.
Financiers who have followed the tele
phone situation in' Indiana are appre
hensive that one phase of the commis
sion's order may give rise to protests.
Several smaller cities are given rates
higher than those ordered in neighboring
cities which arc much larger.
The basis I'or computing telephone
rates has nearly always been the num
ber of subscribers in the exchange, or
in other words, the number of persons
who might be reached without toil
charge. The commission based its find
ings on the rate of profit accruing to
the company through the exchange, that
is the rate of return on the investment.
In some cases where the company
spent an unusual sum for new equip
ment for an exchange in 191S or 191!)
higher rate was granted in order to
maintain a fair proportion of return on
the investment. Then again in a larger
rtty. where no unusual sums were ex
pended in thp last two years on new
equipment, the rate was fixed at a lower
figure.

CHANGES LIKELY
TO BE MADE SOON.
Tn announcing the order tbe commis
sion said tbe new rates are not offered
as permanent. Changes are likely to
be made within a few months. In giv
ing out the Indianapolis exchange or
der yesterday the commission said the
rates contained in it would be in effect
only until the merger of the Indian
apolis Telephone Company and Ihe Cen
tral Fnion is accomplished. The com
mission said the merger was necessary
and should be brought about at the
earliest time possible.
Rates of the Indianapolis Telephone
Company were never increased to the
limit allowed by either the federal gov
ernment in wartime or the public serv
i e commission since that time because
of competitive conditions in thiß field.
Tbe telephone companies still hold, the
order says, that they have a legal right
to rates determined on a valuation of
their properties nased on present costs I
of reproduction, which are 50 to 100 per
cent higher than pre-war costs. The
commission decided that valuations based
on that consideration, to the exclusion of
other considerations, would not he
equitable.
Overtime calls shall be computed on
n "station to station” rate basis even if
the call is placed in the "peraon to per

federal toll rates, all of which are con
tinued. They were also instructed to
educate the public by advertising and
other means so that advantage may be
laken of certain low rates, such as slack
hour rates and "station to station” toll
calls.

Optimists May Make
Show Annual Event
The Optimists’ club, at its luncheon
Friday, will be asked to vote to make the
industrial show an annual event of the
club. The recommendation will be made
by the committee of the club, which
staged the recent show at Tomlinson hall.
Although pleased with the result of the
first show, members of the committee
want to stage it next year on an even
larger scale.

Case in Cleveland

Grand Jury’s Coal
Inquiry Is Put Off
There will be no further sessions of the
federal grand jury engaged in the coal
investigation until March 8, according to

Italians Wounded
in Labor Rioting
LONDON. Feb. 25.—Many persons have
been wounded in labor disorders in north
ern Italy, said a Central News dispatch
from Rome today. At Pleve the workers
proclaimed a soviet and seized the mu
nicipal building. Carbineers attacked
the crowd and severe fighting followed.
Disorders are reported from Vittorio.
Montebellnm and elsewhere. At Naples
the workers have proclaimed a general
strike in sympathy with the striking
metal workers.

STATEMENT TO PUBLIC
Lew Shank, leader of the home rule
party, who recently brought together
more than 500 voters at a meeting to
consider how best to fight the Charles
W. Jewett organization of the republican
party In Marion county, has Issued a
statement concerning the “anti-Jewett ’
organization as having the same purpose
as the home rule party and has per
sonally promised it his help in the
“elimination of Goodrichism and Jew
ett bossism" from the republican party.
He also asks his friends to work In
harmony with the "antis" for that pur
pose, The statement follows:
"The thing the people of Indianapolis
have tef do to get control of their own
government again is to defeat the Char
lie Jewett crowd that now controls the
city and is trying to control the county
and the state.

AS ORGANIZATION'S.
"The men who have formed the ’anti-
Jewett' organization have that purpose
in mind. Their object is the same as
ours and It would be foolish for us not
to work together to that end. For
that purpose and that reason I have per
sonally promised my help lu tbetr effort
to get rid of the Jewett gang and I hope
all my friends will see their way clear
to give the 'anti-Jewett' organization all
the help possible. This does not mean
that we who constituted the home rule
party have to abandon our party or
our principles. We can and will work
in harmony for the elmlnntton of Good
richlsin and Jewett bossism. That's
what we want and will get by forget
ting any personal Jealousies in tne pro
motion of our common cause."
It Is understood the Shank statement
was prompted by a letter sent out to
members of the home rule party over
the name of M. D. Moss, In which the
home rulers were asked to give considera
tion to the question of whether or not
a case that was actually cured by such
treatment, and temporary relief ts very

trolled by It. O. Hamilton, Einsley 4V.
Johnson. Alvab J. Rucker and others, all
of whom have been important cogs in the
city hall machine heretofore. It Is the
concensus of opinion that relief from
our present political situation can not
be obtained through an organization so
managed and controlled.”
Mr. Shank makes it clear that he does
not doubt the good faith of the organ
izers of this movement, and at the same
time lie does not regard assistance of
It as detrimental to the home rule or
ganization.
