Want France to Ease Up
in Demands.
PARIS, April 22.—Indications of the
breach between the allied premiers in
she meeting at San Remo were seen in
Newspaper dispatches here today.
French correspondents made no effor:

iltnister Lloyd George of Great Britain
favoring modification of the peace treaty
Vith Germany and asking France to

orce the treaty In the future.
The British leader is backed by Pre
mier Nitti of Italy and Baron Matsui of

Opposing them is Premier Millerand,
holding to the French decision that the
treaty of Versailles must be enforced to
the letter, reserving for Fance the right
to enforce those clauses which most
vitally affect her.

ATTORNEY CONTENDS
FOR PERMANENCY.
Mr. Winter contended that the entire
Idea of the public service commission
act was to provide service at cost.
He said that the order of the com
mission need not be made under the
section providing for emergency orders.
Mr. Ashby in making his opening state
ment told of the difficulty experienced by
the company in obtaining loans because
tkere was no assurance that its present
revenues would continue.
He stated that the commission should
provide that no increase in fares be asked
until after the case of the car companv
against certain traction companies in
which the former is asking for certain
payments of charges is settled.
Mr. Hornbrook strenuously objected to
any such provision, declaring that the
case might r.ot be settled for five years.
Another point at Issue was the question
of when fares should be increased or de
creased.
Mr. Ashby suggested the creation of
a "fare index" fund of $150,000 to be
maintained by the company from the
surplus after the deduction of fixed
charges, and suggested that if this fund
should exceed $150,000 fares should be
lowered, and if it should become less
than $150,000 they should be increased.
Representatives of the car company
• agreed to the principle of this proposal,
but contended that there should not be
an arbitrary figure set in such a way
that a few dollars would determine the
rate of fare, but that there should be
goire elasticity, such as a provision that
if the fund should go over $200,000 the
should be lowered, and if it should
fall under 5100,000 they should be de
creased.
The proposal of the city was gone over
in detail by attorneys on both sides
and was compared with service at cost
plans in operation in Cleveland, Cincin
nati and Memphis.
The hearing was preliminary in nature
and the public service commission - an
nounced that a detailed bearing will be
held at a later date.
