Via Galveston, May 6. —Absolute refusal to give up the gov ernment of Mexico to his enemies was announced today by President Carranza. In a manifesto addressed to the peo ple, he called for support of his gov ernment. Because of the revolutions throughout the country, he said, the national elec tions, at which his successor would be chosen, would not be held July 4. “The revolts of Gen. Obregon and Gen. Gonzalee are nothing but military plots,” said the proclamation, “and In view of the attitude of those former candidates, ;it is now almost Impossible to bold ; presidential elections as ordered by the Mexican constitution.” The proclamation reviewed at length the Mexican situation since 1917, lead ing up to and admitting the present re volts In Guerrero, Sonora, Michoacan, Puebla, Zacatecas, Tabasco and various other states.
