12 When we speak of the growth of Indianapolis we do not always think of actual height, yet the city has in a very real sense “grown up” since the days of the log cabin with its one story. And as the newcomers arrived and story was added to story both in homes and business buildings, there came the demand for a rental agency to perform its double service to owners and prospective tenants of this avail able space. Our Rental Department is still developing its already extensive service along this line. For landlords it takes entire charge of buildings of all kinds —offices, apartments or single houses—making repairs, paying taxes, collect ing rents; in fact, relieving owners of all re sponsibility. POLICE MATRON IGNORES ORDER Attorneys and Bondsmen Find Way to See Prisoners. Some weeks ago Chief of Police Jerry Kinney Issued an order to the turnkeys and matrons at police headquarters which professional bondnmen and attor neys call the “closed door policy.” This order Is being openly Ignored this month during the daytime In the ma tron’s office, for the doors can almost always be found unlocked during the mornings. The order was Issued by tbo chief to prevent soliciting by bondsmen and at torneys from persons arrested. The order has done much to stop the soliciting, and attorneys and bondsmen are only permitted to Interview prisoners when the prisoners send for them. To enforce this order Chief of Police Kinney required that the doors leading to the turnkey’s and matron’s office be kept locked and persons be admitted by the turnkeys and matrons only when they could show that they had business In the offices. This order even extended to police and newspaper men who either knocked at the door or pressed the button sound ing the buzzer to gain admittance. The “closed door policy" has been en forced by the turnkeys at all times. Recently, however, Lillian M. .Tascbkn, matron, has often been In the courtroom and In the hallway of the city clerk’s office, and at such times persons who wished to enter the' matron’s office were not blocked by locked doors. When told of the "open door" policy In the matron’s office Chief Kinney said his former order had not been reversed and seemed surprised to learn that the doors In the matron’s office were not kept locked as is done in the turnkey’s office.
