ney's orders; issued today.
The chiefs will insist that the law in
regard to dhe use and sale of fireworks
be obeyed.,
The patrolmen have been instructed to
enforce tie laws and copies of the city
ode governing the use and sale of fire
works wjill be given to each member of
the poiMce department.
Sincey the “safe and sane" ordinance
coverr/ng explosives and fireworks was
enact ed by the city council some years
ago, and since the police have each year
enforced this law, the number of acci
dent® have been so reduced that it is
fcelCjom any person injured by fireworks
to the hospitals of the city.

This code states:
In the absence of a general order es
tablished by the board of safety, permit
ting the discharge of fireworks, no per
son shall discharge in said city fire
works of any nature or description witii
out a special permit from said board of
safety.
Any person desiring the special permit
referred to in the foregoing section shall
make written application therefor to the
board of safety, stating therein the per
son desiring to use the same, the place,
time and character of the fireworks in
tended to be used, and signed by the
party desiring such permit.
No person shall discharge, set off or
have la his possession for such purpose,
any pistol, toy gun, toy cannon, blank
cartridge containing black gunpowder or
any other more powerful explosive, or
any firecracker exceeding three inches in
length and one-half inch in diameter, or
Any device for discharging or exploding
blank cartridges, or discharge or set off
or have in his possession firecrackers of
any slse or fireworks of any kind that
contain any explosive more powerful than
black gunpowder.
No person, firm or corporation shall
sell any article, the use of which is pro
hibited by the provisions of this or
dinance.
The code. Chief Kinney points out, pro
vides a heavy penalty for the persons
convicted of violating the ordinance.
Tae penalty provided is, “any person
violating any of the provisions of the
preceding fonr sections of this ordi
nance shall, on conviction, be fined not
less than $5 nor more than S2OO for each
offense.”

A tour of Inspection of the big Marmon
plant was made this morning and a
chicken dinner will be served at Vance's
evening.

MUNCIE. led., June 29 Fire complete
ly destroyed the plant of the Highland
Manufacturing Company, designers of
electrical fixtures, here.
The flames originated in the electrical
motor department, where an overheated;
motor set fire to a spray of laquer.
The fire quickly spread over the cn- ,
tire building and firemen were unable to
save any part of the plant.
The company is capitalized at $200,000. i
The loss is completely covered by in- j
surance and the plant will be rebuilt, j
Thomas Ryan, president and general I
manager of the company, announced.
Stolen Auto Found

a cemetery at Tipton. Ind according to ,
information received by the Indianapolis
police today.

Obtain Connections
in Gambling Cases
In the first case resulting from a series
of raids made by the new morals squad,
under Detective George Winkler, the
police obtained a conviction in city court
of a number of alleged gamblers.-
George Kostick, 128 South West street,
was fined $5 and costs on gaming
charges.
Four men arrested at Emerson avenue
and Sixteenth street by Sergt. Russell
and the “old’’ morals squad were con
victed of gaming and fined $5 and costs.
Louis Thomas, 29 South West street,
and six other men arrested at the South
West street place were discharged in
city court.

IN RIVER SAVED
Vessel Sinks in Neva—
Wrangle’s Army Destroyed.
HELSINGFORS, June 29.—The 2,000
repatriated prisoners aboard a bolshevik
vessel sunk in the river Neva were all
saved, according to a moscow dispatch
today.
LONDON, June 29.—The army of Gen.
Wrangle, anti-bolshevik leader in the
Crimea, has been completely destroyed,
according to a dispatch from Sebastopol
today.
The thirteenth bolshevik army has cap
tured the entire left bank of the Dnei
per river, the dispatch said.
A Moscow official wireless message
said the new offensive launched by the
red troops against the Poles had put
the second Polish army entirely out of
action and cut the third army off from
communication.
