EACH CASE SEPARATE WASHINGTON. July B.—ln removing the embargo against Russian trade. President WilsoD has written the final rhapter to the prese it administration’s policy toward the soviet government of Russia, officials believed today. The removal of 1 the trade embargo is understood to be designed primarily as a blow at the Russian soviet government. The action of the state department car ries the following salient provisions: Each application for permission to ship to Russia will be decided on its own merits, and shipment of materials “sus ceptible of immediate use for war pur poses” will be prohibited. RECOGNITION WOT IMPLIED. “Political recognition of any Russian ••thority exercising or claiming to exer cise governmental functions, is neither granted nor implied by this action." Individuals or corporations taking this opportunity to trade with Russia will do so entirely on their own responsibility, and at their own risk, and the assistance which the United States normally ex tends to its citizens trading or traveling in a recognized country cannot be looked for in the case of Russia. The prohibition of travel from and to Russia and the l*nited States is un changed by the lifting of- the embargo, and passports for Russia will still be withheld. AMERICANS WARNED AGAINST RISKS. The United States does not recognize the validity of Industrial or commercial concessions granted by the bolshevik authorities, and Americans are warned against the risks of accepting commodi ties or other values In payment for ship ments where the title later may be ques tioned. The state department is understood to believe that the lifting of the embargo will weaken the soviet, bolshevik author ities having spread propaganda that the principal countries of the world were try ing to starve Russia. The state department expects very lit tle trade with Russia, since Russia has only a small quantity of raw material for export and her purchasing power is limited. MILLIONS EAGER TO QUIT AMERICA General Conditions Block Re turn to Native Lands. NEW YORK, July B.—More than 2,500,000 foreign born residents of the United States are waiting to go back to the land of their birth, P. A. Baker, superintendent of the department of im migration, said today. Lack of passenger facilities, unsettled condition In Europe, and cur rency deflations are some of the rea sons for their being unable to return to their homes, he said. Os those who have gone to Europe with the intention of settling there, he said, a large majority return to this country •within a few months. Since 1918, departures have exceeded arrivals and immigration has been un stable and not comparable with that of pre-war days, he said. The reasons, he said, include more stringent passport laws, both here and abroad and the present European unrest. What nationalities will comprise the next tide of immigration can not be pre dicted, he said. Which ever country first stabilizes itself and its resources sufficiently to permit of its citizens returning to Amer ica probably will form the nucleus of the next wave, Baker said. DEFENDS ACTION IN KILLING 500 English General Shot Indians to Preserve Authority. LONDON, July B.—Gen. R. P. H. Dyer, whose troops shot down nearly 500 In dians at Armitsar, in the Punjab, in April, 1919, was defended in the house of commons today on the ground that he was uuholdlng British authority. , Gen. Dyer was condemned by an army council for ordering his men to fire upon the crowds in the streets of the Indian city. A report that was made, following a long government investigation, was un der debate in commons today. Gen. Dyer Itemized his defense. He claimed that he had reason to believe that the IndianNmobs intended to chal lenge British authority and felt that, it he shirked the challenge, the Indian peo ple would hold the British government in derision. Gen. Dyer said there was much unrest and that he feared that mobs might take matters into their own hands, killing all Europeans in Amritar, including women and children. More Rode on Trains This March Than Last WASHINGTON, July B.—More people traveled on the railroads during March this year than the same month last year, according to figures issued todayi by the interstate commerce commission. Passenger" operating revenue-for March was $77,134,631 as compared with $74,- 493,774. LAFOLLETTE Wisconsin Man May Head Third Party Ticket. CHICAGO. July B—Senator Robert M LaFollette of Wisconsin will be chosen the proposed third party’s presidential nominee, according to the prevailing be lief today of delegates here to attend na tional conventions of so-called liberal or ganizations which open Saturday and Sunday. Inquiry today among leaders of the na tional labor party and the committee of forty-eight, which will open their conven tions Sunday and Saturday, respectively, showed a practically unanimous opinion that LaFollette will be the standard bear er of the new party If he will accept. But assurances must be given that he will accept, leaders said, or some other candidate will be chosen. Frank P. Walsh of Kansas City, also stands as a possible candidate. LaFollette’a strength, It was said, lies in his ability to draw the entire support of the non-partisan league. Food in Italy Is scarce and what there is Is so high in price that the poor can not buy. In some localities the Inhabitants are starving. A long drought has helped to bring about these conditions. The Italian people have a'TUgh re gard for America and thousands would come to this country if they were able to obtain passage. It is almost’impossible to buy trans portation unless one has plenty of money to pay a good sized bonus to the officers of the company who are in the game for all the money they can rake off. he says.
