Carroll as an instructor at tho Arsenal Technical schools will be given to Carroll in the neit frn' days Is the decision of the board of scliqcl commissioners. The decision was made when Carroll, with representatives of the- League ot Women Voters, appeared before the board last night and demanded expla nation. Members of the board declared that the reason for not re-employing Carroll I this year was “certainly not because of his activities in connection with the teachers’ salary committee," and on mo tion of Mrs. Julia B. Xutewiler, took the case under advisement. After having been voted an increase in salary from $3,500 to $4,000 a year, Ralph W. Douglass, assistant business direc tor, tendered bis resignation, effective not later than Oct. 1, without assigning a reason. The board unanimously refused to ac oept It. At the opening of the meeting the board plunged immediately Into hearing the evidence submitted in person by Carroll. In a written statement Carroll set forth thta he had been employed continuously as an instructor in Technical High school since 1015, with the exception of a two-years’ leave of absence during which he was in the service. During his period of teaching he had never been Informed that his services were unsatisfactory; on the contrary, he had been commended on several occa sions, he declared. SAYS HE WAS WARNED. Principal Milo H. Stuart of the high school advised Carroll not to instigate any movement for better salaries; that if he became active in the agitation he probably would not be re-employed, ac cording to Carroll. Several interviews were held by Car roll with Principal Stuart In which Stu art Is said to have tried by questioning to extract a promise from Carroll to discontinue his activities as a member of the committee. “The principal said he would refuse to recommend me for re-employment if I did not give up the work, and when I asked him if the question of re-employ ment depended on my activities in the better salaries movement o> any inef ficiency in mv teaching, he evaded an swering,” said Carroll. Because of the opening of teachers' In stitute today Carroll urged immediate decision on the part of the board. “The board of school commissioners does not nominate teachers, nor does It employ school teachers, -and any action on our part tonight would not necessar ily mean reinstatement in time to at tend the institute,” said President Clar ence E. Crippin of the board. Admitting that statement, Carroll de clared that the matter should have been considered by the board earlier. SUPERINTENDENT KEEPS SILENT. Superintendent E. U. Graff remained silent during the discussion. "Have you any reason to believe that you have been discriminated against, particularly because of your activities on the teachers’ better ealares movement?” asked President Crippin. “I did not make the assertion that I believed it to be because of that," an swered Carroll. “I merely mentioned that because it had always been brought up in talks which I have had with school officials concerning my re-employment. President Crippin declared that fail ure of re-employment could not be traced to his efforts in securing better salaries for the Instructors, for the board Itself Is working toward that end. “The principal denies the teachers of the high school the right to hold a meet ing for the purpose of discussing the salaries question.” Carroll declared, but admitted that subsequent meetings were held. “Opposition was offered at all times by the school administration system," he said. CRIPPIN IN' DENIAL. President Crippin denied any knowl edge as to this. Carroll again asked for in Immediate statement, adding. “Morally, there is an obligation connected with giving a reason for failure to re-employ, before one's con tract expires.” When the board informed Carroll that it would be forced to take the matter under advisement. Miss Sara Lauter, of the League of Women Voters, asked, "If there is a definite reason, why is it so necessary for the board to hold a con sultation?” To which President Crippin replied, "It will be necessary for the board to consult with the superintendent who, I understand, has already told Mr. Carroll why he was not re-employed. "The board is not entirely familiar with the matter,” he added. N. P. Ellis of the Johnson Thermostat Company, was present at the meeting, and In a lengthy address declared that an injustice had been done his company in the matter of installing the thermo static system of heating and ventilating in schools when the board had accepted bids of the Powers’ Regulator Company. Ellis asked the board to rescind action, but the board refused when Building Adviser Lewis A. Snyder re ported that he had Investigated the ease and did not recommend any changes In the award. "Search is now being made for an experienced and capable branch libra rian. “The library department will assume a large share of the work by making provisions for it in the annual budget covering both the librarian's salary and the bcok purchases, together with other miscellaneous expenses." The real purpose of the proposed tour will be to strengthen ties of between the United States and Latin* America, It is said. GREENSBURG, Ind., Sept. I.—The in juries of Mrs. Fred Thomas and Miss Helen Brown of this city, who were rid ing in an automobile that was struck Monday afternoon by an east-bound trac tion car, are more serious that at first reporteji. • Mrs. Thomas suffered ft compound fracture of the right leg and her left leg was so badly cut that it was necessary for the attending surgeon to take eight een stitches to close the wound. She also suffered a painful scalp wound and her right arm was badly bruised. Miss Brown suffered severe bruises about the body and her left arm was so badly cut that it tpok eleven stitches to dress the wound.
