In all three direc-1 tiens the positions o£ the southern Negro is greatly inferior to that of SOCIAL ENVIRONMENT OF SOUTHERN NEGRO the southern white Negro housing in the south is gen-; erally inadequate. The Negro shan-, ties, built of logs in a few cases and ; of wood in most instances, are usual- | jly unpainted, old, out of repair, squal- j id, lacking modern conveniences, un- 1 supplied with the simplest necessaries 1 such as running water, adequate toi jlet facilities, heating facilities and the 'like. Negro housing is antiquated, ' inadequate, unsanitary and wretched, j Education is a second and very im- ( portant phase of living conditions. Relatively little money is spent in the ; south for the education of Negroes. Under less favorable circumstances I such as those prevailing in Ge ^gia,, Florida, Mississippi, Louisiana, wonn Carolina and Virginia, expenditure per child of school age is four, nye or six times as great for white children as it is for colored children. In South Carolina expenditures for white cai dren of school age are almost ex actly ten times as great as for col ored children of school a S®- .. Little need be said about the social position of the southern Negro. He is a field hand. He is a servant Ev where he has become a skilled me chanic, a business man or a Profes sional man. he is treated as though he were still doing menial work. Ihe Negro, in the south is a member of a subject, exploited race, universally denied equality with tb e white gro children grow up with the fact of their inferiority constantly thrown m en their faces. , Southern Negroes are surrounded by an atmosphere of racial antagonism, hatred and threatened conflict Econ omic, political and social discrimina tion acainst Net-roes ,s met w,«, »t everv turn. CHAIRMAN ELECTED Commissioner French was elected Chairman of the Board for the next two years. PURCHASING AGENT APPOINTED On motion, Clerk of Court, C. B. Peterson was appointed Purchasing Agent for the County. Madsen, sheriff of Sheridan county, Montana, the board of county com missionres in regular session hereby permits the said Hans P Madsen as such sheriff and any of his deputies to leave the state of Montana when on official business pertaining to his office and in the performance of his official duties; however for no longer period than sixty days. This permission shall be in full force and effect until rescinded by.the board. TAXES CANCELLED On motion the taxes assessed a gainst E. D. Arnold for the year 1914 on lot 8, block 4, Redstone, was order ed cancelled as E. D. Arnold did not own said lot in the year 1914, and said tax was on personal property. -OATS FOR GOPHER POISON On motion the county agent was in structed to call for bids and samples 0 f oats for gop her poison. The examiner's report of examina tion of books and records of Sheridan county was ordered spread on the minutes. EXAMINER'S NOTES The counyt treasurer must deposit the funds ox the county ratably among the solvent banks oi the county; said banks qualifying therefor substantial ly m proportion to the paid-in capital and surplus of each such bank as pro vided by Chapter 134 of the 1927 ses «on laws. Ihe lunds in the banks! must be on a ratable basis at all times. There must be attached to all bonds and securities pledged by the banks a duly authenticated copy of the ras o*l lution passed by the board of directors of the banks authorizing the officers of the banks to execute such bonds or pledge such securities, buch reso potions have not been furnished by the banks of Sheridan county.
