In no case will said bonds be sold for less
than their face or par value and the accrued in
terest at the time of their disposal The
bids will be opened and thesales made to the
highest bidders at 12 oMock noon July

The bonds offered are to be issued for the
building of educational and charitable inbtitu
ions for which appropriations have been made
by the governor and legislative assembly of said
territory and by authority and in pursuance of
an act of the governor and legislative assembly
entitled An act providing tor the issuing and
Imposing of territorial bonds approved
March 131890 The territory has a bonded debt
of one hundred and fifty thousand dollars and
by an act ofCongress approved June 30 1886 is
restricted to creating any trauded indebtedness
except for charitable and educational institu
tions and is limited in its power to create in
debtedness for ally pnrpoSti exceeding 1 per

ness attempted to be created Inexcess thereof
is declared void These bonds are exempt by
law from taxation for any purpose within tho
