is sure to control the company in the

inson said < I believe the management
will continue the same as now All in
dications seem to point to the continu
ance of Clark as president of the system
which he has built up in the years he has
been president in a manner that is
astonishing to its stockholders I it be
true that Drexel Morgan Co have
been largely interested in purchasing
Union Pacific stock it is also true that
J Pierrepont Morgan is the close second
of Gould and I believe their interests are
identical
AN ALLEGED CONSPIRACY
Suit Against the Company That Sold the
Georgia Central
NEW YORK Dec 17 Receiver Oakum
of the Richmond Terminal company has
filed a complaint against the members of
the Georgia company syndicate which in
1SS8 sold a controlling interest in the
Georgia Central railroad to the Ter
minal company Oakum declares when
the purchase was made the Georgia Cen
tral had no recognized market value but
that as part of a conspiracy to make im
mense profits for the syndicate the sale
was effected at 35 per share These
charges of conspiracy are made against
exPresident J H Jnrnan Directors Col
houn Swan Wprmser and members of
the Georgia Syndicate The suit involves
a restitution estimated at 8003000 In
man says he is ready to meet the accusa
tions Oakum promises further aston
ishing revelations

I Brubeck Goes to England to Meet
the Bondholders
Theodore Brubeck the president of the
Sanpete Valley Railway company starts
for England at an early hour this morn
ing where he will meet the English
syndicate which holds a mortgage on the
property for 80000
An account of closing the road for the
winter has already appeared in THE
HERAIJD and Mr Brubeck will insist
that the road can never earn operating ex
penses unless it is extended down the
valley to the rich farming settlements
This policy he believes will commend
itself to the Britishers as it is the only
way that they can possibly expect to ever
receive any return on the money they
have put into the enterprise
Mr Brubecfc has left his family at the
Walker until he returns

Cutting From the River
The Western Passenger association
seems t be doomed There seems little
hope of getting the Alton road back into
the association The general managers
have about made up their minds that a
new association and a new agreement are
necessary before things can be satisfac
torily adjusted Unless the Alton can be
t back in the Santa Fe will certainly
withdraw aud then the association will
be disrupted The agreement has now
become unworkable There is a danger
that in arranging for the reorganization
the roads might get into A muddle about
the plan on which the reorganization
should be accomplished A war similar
t the one inaugurated at the Missouri
river by the Transcontinental may be
brought on
A STARTER FOB RATE SLASHING
There seems to be a starter in the slash
ing of rates from tha Missouri river west
by ths announcement that the roads have
commenced to pay any amount of com
mission just so the passenger business is
secured The new trouble is partly owing
to the combination made against the
Union Pacific a the tickets from these
lines have been turned against the wall
over the Union Pacific route The Union
Pacific is now charged with paying a 55
commission on the Colorado business
alone while the agreed commission is but

mission they accuse it of paying and so
the struggle goes on I

with the north bound fast freight one

of the National Board of Control at a late
hour tonight completely exonerated Com
missioner St Claire from any complicity
in letting Conkey concession or of
any connection with the letting of any
other concession Incidentally mem
bers of the Typographical union are
denounced as a set who dare not
attempt to prove the cdarges they made
The committee waited four hours for
members of the Typographical union to
showup andfinally aletter was brought
saying the board of control declined to
entertain the charges and as the investi
gation was inprogress before another
committee the printers decided not to ap
pear
Commissioner St Claire denounced the
printers as cowards who dared not stand
up to the charges they brought Commis
sioner Mackenzie of Kentucky also de

consider the request after he had exam

porters will be arrested as agents
in the corruption of legislators and
several of these reporters are already un
der surveillance by the authorities An
entryin one of the books of Thierre Co
shows that Joseph Eeinach soninlaw
of Baron Reinach received 40000 francs
Eeinach says he received the money as a
dowry and he will return the amount to
the liquidator of the Panama Canal com
pany i it can be shown the money came
from frauds
Offices of newspapers which received
monty from the Panama Canal company
will be seached at once and unless it is
found the money was entirely expended
in advertising the proprietors or others

PHILADELPHIA Dec 17At the
session of the American Federation of
i Labor a proposition for the federation to
take any action toward assisting in a
Words fair congress was defeated by
I an overwhelming vote The recommen
dations in the presidents report were ap
proved including the clauses relating to
I woman organizers whose work was com
plimented and relating to Labor day the
committee recommending that an appeal
I be made for the establishment of a
national Labor day in the districts and
territories It was voted to notify the
president of the United States of ths
action condemning the employment of
Chinese sailors by the Pacific Mail Steam
boat company Resolutions relating to
the action of the president and executive
I council requesting conferences with the
counci requestng
Knights ot Labor union stirred up a
I lively debate The committee recommen
ded that the highest duty of the federa
tion was to defend those unions selected
I by the Knights of Labor for attack and
that the executive committee take such
I action as would enforce this idea which
was adopted
The special committee on militia on
strikes reported in part as follows Un
less a halt is called it will not be long
until liberty gives way to despotism
Since the recent uses to which troops
have been subjected have been brought
about by allowing people unchallenged to
surrender theirpower we therefore be
lieve herein is a vital point of our griev
ances The American Federation of L
bor and affiliated bodies demand of legis
latures the enactment of laws creating a
board of commissioners to be selected by
congressional districts in the state This
committee only shall have power to call
out militia after investigation of labor
difficulties in conjunction with the gov
ernors In cases of labor difficulties it
shall be unlawful for the governor to call
out the militia for the suppression of the
same except on petition signed by at least
onefourth the qualified voters of the
county wherein trouble exists
As a measure against the employment
ef Pinkertons or other armed forces the
resolutions demand the enactment of laws
by the several states prohibiting nonres
idents from serving as peace officers It
was also recommended that the federa
tion refuse under any circumstances to
enlist in the national guard and mem
bers now enlisted withdraw as soon as
they can lawfully do so unless one or the
other of the propositions proposed be em
bodied in the state laws After cpnsider
able discussion the recommendation of
the committee was stricken out and a
clause adopted instead favoring the sup
port of the labor representation in the ad
ministrative and legislative departments
of the national and state governments
and advising members to see that friends
of labor commanded the militia rather
than the friends of capital
At todays session of the Federation of
Labor resolutions were adopted calling
on the local unions of joint central labor I
bodies holding charters from the federa
tion condemning the Rock Island road
for refusing its telegraphers to withdraw
from their organizations asking sailors
to be included in the alien contract labor
law favoring changes in the contract
labor law so that an inventor shall re
ceive direct reward condemning the
Baron Hirsch fund to assist immigration
demanding that immigration be re
stricted favoring the eight hour system
asking clemency for the imprisoned Chi
cago anarchists demanding government
control of railroads but rejecting the so
cialistic resolution favoring government
control of all means of communication
transportation and production
Resolutions were passed advocating wo
man suffrage asking state legislation to
I protect trades unions for legislation
against the Chinese A resolution asking
Congress to either pass legislation for
compulsory arbitration of labor disputes
or the submission of a constitutional
I amendment permitting such legislation
caused a lively tilt betwaen the socialists
I and the antisocialists in the convention
I The question was finally settled by the
adoption of a substitute emphatically ap
proving the principle of arbitration but
recognized its impotoncy where workers
were not fully organized The president
was instructed to endeavor to harmonize
the two conflicting bodies of machinists
which were divided by the recognition of
the color line in one of them President
Gomoers salary was increased from 1500
to 1803 per annum Resolutions were
adopted recommending that chiefs and
superintendents of government bureaus
bo selected from the trade in which skilled
workmen in the bureau were engaged
favoring municipal state and national
civil service reform favoring free and
compulsory education and instructing
the executive council to prepare a bill to
that effect The salary of the secretary
was increased from igl230 to 1500 and
nominations for office made
There was no opposition to President
Goiripers reelection and his election was
unanimous Christopher Evans in like
manner was reelected secretary John
B Leonard was reelected treasurer and
J P McGuiro reelected vicepresident
For second vicepresident William A
Carney of Pittsburg who took an active
part in the Homestead troubles was
elected A number of boycotts were en
dorsed by the committee to whom they
were referred Chicago secured the con
vention for 1893 A resolution favoring
direct elections by the people passed
unanimously
Resolutions were concurred in favoring
labor representation in the inspection of
Chinese immigrants certificates and to
prohibit Japanese immigration Final
adjournment was then announced

The handsome show window of Spencer
Lynch was destroyed by fire yesterday
afternoon I had been dressed with cot
ton in imitation of snow and the imper
fect insulation of an electric wire set the
cotton on fire I was extinguished with
several buckets of water but the valuable
