Glasmann Proposes a Sliding Scle

The telephone franchise was to
been considered and the various com
panies In the field filed copies of the
bills for an ordinance that they wanted
passed That desired by the It M B

present in force The other company is
headed by William Glasmann
G H Watson and associates sub
mitted a proposition to put a line In
under certain conditions
The Glasmann ordinance Is naturally
the most unioue of them l I pro
vides for a franchise for Glasmann for
50 years He is to pay no license but
on July each year 3000 Whenever
the rental is 455 a year he will pay
52000 a year and if he charges less
than that he will pay 1000 He iylll
pay 500 a year when the rental is less
than 550 and more than 45 The coun
cil has the ricrht to fix the charge
The offer is made conditionally that no
franchise shall be given to another
company and in that event Glasmann
will be released from paying anything
and the same condition Is made when
ever another company operates without
a contract
The franchises will be considered

News of Salt Lake City declared that
there existed a venal press in the
state of Utah The papers from one
end of the state to the other Immedi
ately issued disclaimers to the charge
But recent developments In our own
city prove beyond a reasonable doubt
that there does exist a venal and per
nicious press in the state pf Utah and
that it is located in Ogden The par
ticular prey of these papers is the
school teacher They rush every scan
dalous rumor that drops from the put
rid lips of gossip into print and in a
most cowardly manner They never
mention names but say a c1 n Inn
cipal etc is becoming perhaps amoral
moral debauchee thus casting suspicion
over all The school teachers of Ogden
should demand that names be men
tioned in all such cases so that a direct
and vigorous denial may be made

bring about a substantially lower level
and hammered many of the leading

cipitate liquidation The local transpor
tation shares and Sugar were the most
vulnerable points of attack and the ex
trcme weakness In those specialties was
soon communicated elsewhere Numerous
stoploss orders were executed and the
market for a time took on a very ani I
mated appearance with losses ranging
between 1 and 3 per cent during the first
half hours operations

Chicago March 23 Wheat opened
weak and lower on the extremely heavy
shipments from Argentina that country
contributing 300000 bushels during the
week compared with onetenth of that
amount in the same week last year
Liverpool cables showed declines in that
market averaging d part of which was
quickly recovered however From fc2t
tO831 at the start July fell to 82 and held
steady at that figure for some time rally
ing occasionally to S23 i only to be pounded
down again As the session progressed
the market became still heavier July
finally tumbling to 81U
War talk had undoubtedly much to do
with the decline which was accompanied
by heavy liquidation Professionals cov
ered freely from 52 cents down but the
offerings more than satisfied them Re
ports that the Servian Import duty on
wheat and corn had been removed and a
cablegram stating that the potato crop
in the United Kingdom was the smallest
since Ii34 had little or no effect Sales
of 30 boatloads at the seaboard and the
Modern Miller report alleging serious
damage the growing crop In California
Nebraska Kansas and Texas during the
recent cold wave started a buying move
j ment near the close which rallied prices
a full cent May sold between 103 and
j 104 closing at 101 July opened a half
cent lower at S2U6S2H sold off to Sl 4 and
I closed at S2V9S2H sellers
J Corn shared in the general weakness
The recovery In wheat near the end had
j a beneficial effect May closed H lower
Oats suffered a decline of Vti3i for
May delivery and 1A fiU for July on mod
erate trading Longs were the chief sel
lers The weakness in wheat and corn
had a good deal to do with the heaviness
that prevailed
Provisions were weak and selling of pork
more especially was urgent for a long
i time The steadier feeling In the grain
markets near the end of the session had
i a somewhat reassuring effect and caused
the recovery of some of the early decline
I May pork showed a loss of 1334 cents a
I barrel at one time and of 1734 cents In the
i end Lard and ribs were relatively loss
weak The former lost for the day 2343
