figures Mr Haines believes his report coy

I have had a good deal of trouble
getting the report together saId Mr
Haines yesterday owing to the fact
that many of the officers of companies
have been slow In reporting In seine
six InQuIries
cases I have sent as many as
QuIries before getting the data asked
for and there are still some companies
which will report from time to time
These will be added to the report in
the annual compilation and made a part
of the state auditors report In some
cases this Is caused by change In sec
retrIes the one going out nOt leaving
figures for the Incoming officer who
has to make a guess Another difficulty
culy Is that we were not able to tel
which were live and which were dead
companies Many of these I have writ
ten to have been out ot existence for
yeais wIthout a record The corpora
tion tax will eliminate this In the fu
ture hut just now we have no way ot
finding which companies are alive and
doing business I
There Is no record of the cost of the
canals which were constructed forty
and fifty years ago either In most
Instances In those days the farmers
got together and toOk turns In digging
the canals without records being kept
of the estimated cost of the canals
Then too In many cases dry creek
beds gUlches and other depressions
have been used for canals and the cost
therefore has been lessened The wide
difference In the cost of canals Is thus
explained Lose business methods and
carelessness prevail In keeping the rec
Ords and accounts by many of the of
fcers of irrigation projects tOday for I
I Is found that the secretaries are un
able to give but very little Informa I
tion concerning the companies they
represent
There Is a bad showing from some
ot the counties owing to the fact thqt
officers of the companies there have
failed to gIve me any Information
whIch could be used In the report I
believe thIs will stir the people of
those counties and others so that with
In another year I will be able to give
practically a complete statement of the
mileage and cost of canals In the state
nnd other Information In this line which
will be of Interest to people of this
state and others
