If tiu re is ont thing on earth that

it Is an American He IpaKee t no secret

friend but a relentltss foe with a
warm heart and a quick temper which
once aroused makes him a devil incar
nate
He was given the finest education
Nicaragua could afford and then at 14
was at nt to Europe HI studied at La
Horboniif in Paris tin 1 visited other
ICvrop an universities At 25 he returned
to hie native land a nun of great at
tainments knowledge al4 energy He
knew iio restraint and gave his pas
ions full play In e luer climes he
would have been comuiicred a debauche
1Ut Latin American morals cannot be

those of AngloSaxon rars so he was

Secret of His Power
In 2 is nwii way IlHiya is a patriot t
lie U ts his country and its customs
and ti editions anti lit really considers
that the introduction of American i
methods of government would bt some
thing in the nature of a defilement He
knows I that Iiis tallow countrymen are
not capable of selfgivernment and
that jlvuably never will be unless God
makes them all over again In this he
lias the support of all the best and
most conservative men in his country
It Is the same al through Central
Ameri a the peopl cannot govern
themselves they must be ruled bin
they aut to be rule by men of thnr
own tat e and religion and not by Ui
ympfithetic strangers
Thih is the secret of Xtlayas power

Now Zelaya has got a pretty big re
ilution on his hands It will bear
than one occasion when he went on of
ficial business of the state department
But this waa only In keeping with
Zelayas policy of having nothing to
do with the United States He ex
pressed no regret that the United I
States should have no diplomatic re
resentative In his country he seemed
rather to look upon the charge
daffaires departure as a good rid
dance
Service to His Country
If Zelaya is overthrown there can be
no doubt that it will l give the country
a great setback unless Uncle Sam Is I
prepared to step in and proclaim a pro I
tectorate and lend his credit to build I
up the country Zelaya with all his i
faults raised the country from a debt I
ridden joke to a proseprous nation 1
prosperous as LatinAmerican commu
nities go The percapita currency cir
culation of Nicaragua is as high as 922
while in the United States it is only 15
Zelaya has amassed a considerable
fortune but in this again he is like
Castro He is always ready to place his
own credit at the service of his coun
try uttd he recently negotiated a loan
with English bankers for more than I
2000000 for public works giving is
personal property as security
Zelaya wants an interest in every in
dustry set up in the country He loves
money not for the money itself but for
position and he is a curious medley of
profligacy and business ability of
strength and weakness It Is not easy
fur Americans to understand him
Zelaya went to see the BurnsJohn
son fight pictures when they were ex
hibited in Managua He was disgusted
ed To him the spectacle of two hu
man beings pummelling each other Ir
a ring seemed degrading And yet there
is not a man who more dearly loves a
bull fight or a cock fight I
