Dr. Beatty is quoted as predicting
an epidemic of smallpox ihroughout
the 9tate unless extreme measure an
exercised without delay and the peo
pie of all communities lespond to the
suggestions of physicians and health
officers. Dr. Willard Christopherson
says that an epidemic- of measles ex
lsis in Salt Lake, and intimates that,
unless strict obedience is given to the
quarantine regulations, the epidemic
will become accentuated
Dr. Beatty Bays that smallpox has
continued with unusual tenacity during
the summer months in many parts ol
the state, and that In accordance with j
the peculiarities of the disease which J
reaches its peak in cold weather, tho i
summer epidemic will be followed b
an alarming spread during the winter. I
He declares that vaccination is tho I
only scientific and certain preventive.
The disease, he says, has appeared In I
many communities, and there is rea
eon to beliee that it will spread to

State and county boards of health ,
are co-operating In an effort to combat 1
the malady, and are administering vac

ply the' vaccine without charge, as a

ment The Salt Lake county board of
health is vaccinating children dally, j
and, according to Dr. T. J. Howells,
more than 500 children had been
treated. In all cases, consent of the ,

warning is timely, and our bealtb au
thorities should bo alert in enforcing
quarantine and health regulation.-

SHOWING ALARM.
To prevent business stagnation and
encourage employment the merchants
of St. Louis have formed an organiza
tion and have issued an appeal. This
move will meet with a degree of sue
cess, if there is not a concerted effort i
being made to bring on a pinch for
the purpose of breaking down ihe la
bor unions
The recent drop in puces has thrown !
the machinery of business out of gear, I
and to this has been tacked on a wide
spread policy Of arbitrarily rutting
down working torces For a time this
action bore good results, as it brought
higher efficiency to labor and checked
ihe exorbitant prices asked for every
thing sold over a counter. But th
swing ol ibe pendulum has been too
rapid in the opposite direction and
something should be done to
industry and business.

OGDEN CITY HAS NOT
INCREASED TAX RATE

It may prove surprising to many tax
payers to know that Ogden City has

70 per cent in order to give the work
ers a living wage.
The tax rate for Ogden City in 1910
was 8 05 mills. Ogden is the only large
city In Utah which has not increased
its tax rate
There was a time not long ago when
the schools received much less than
the cky from taxes Today in order
to meet the increased pay of teachers
and carry on a building program, the
schools of Oden are obtaining nearly
in per cent more general lax mouey
.than the city. This is necessary to
keep ihe plant ol education In Ogden
as high as elsewhere.
' Ogden is a lapldly growing city and,
jas a consequence, there are extraordi
nary demands being made on tbe mu
nicipality, far exceeding the revenue

ripping up the dirt roads and making
ruts wherever the surface presents the
least weakness.
"With all these adverse conditions,
Ogden City has kept within its 8 05
mills tax levy and this fact should be
known to the taxpayers." That state
ment wa made by Mayor Francis,
who la urging the people to gie

Under the new plun, present school
buildings hero would house the first
six grades In theso lower grades In
creased facilities for physical and
manual training would be , provided,
and a comprehensive kindergarten de
partment added.
Construction of five new buildings,
located In strategic sections, uould
then be undertaken. These structures
would house the seventh, eighth and
ninth school grades, and would be
especially designed for pupils of that;
age with extended courses In manual '
training, domestic science and physical
development-
