CHINA TO EMPLOY
ARMY INSTRUCTORS
Washington, Sept 13 Far-eastern
diplomatists here regard the an
nouncement of China's purpose to em
ploy a Germany army officer of high
rank and two hundred ordinance of
ficers as Instructors for her army,
as a resumption of plans Interrupted
by the revolution against Yuan Shi
Kai. Their expressed view is that In
stead of there being any objection
by the powers to such a military de
velopment, it will be encouraged In
every way as one potent means of
guaranteeing the integritv of the
Chinese republic.
Soon after the overthrow of the
Manchu dynasty an ambitious pro
gram was laid out for a national
army, responsible solely to the Peking
government and Independent of the
sreat provincial governors
Likewise, with the intention of de
veloping a navy, negotiations war
begun with the United States and
preliminary arrangements were mad
for the loan of a number of American
naval officers.
