Revenue from tobacco rose from $36,000,000 in 1898 to $52,000,000 in 1899 and $62,000,000 In 1901. Stamp taxes produced $40,000,000 a year. Since 1898, however, consumption of spirits hag increased from 1,000,000 gallons to 140,000,000. and of beer from 'H 1,100,000,000 gallons to 2,000,000,000. War taxes on those articles would be correspondingly more productive.
