Cessation of war will result in a reduction of gov ernment expenses for the fiscal year 1920, starting next July, to $7,443vil5, 838 from tho $24,599,000,000 appropri ated for tho current year, according to tentative estimates submitted to congress today by Secretary McAdoo, transmitting the reports of tho various departments. Tho principal reduction was for the military establishment, which esti mates its needs at $1,922,000,000 in 1920 as compared with tho $12,274,000, 000 appropriated for this year.- Before the armistlco it had been feared that the army alone would need more than $19,000,000,000 for 1920. The navy's estimates for 1920 are $2,595,000,000 as compared with $1, 591,000 appropriated for the current year, an increase of a billion dollars despite the closing of tho war. Thero is nothing to show what Jt was esti mated the navy would have needed had tho war continued. These estimates may bo pared down considerably whon tho actual needs of the government in closing out war con tracts become clearer. Including $574,122,000 estimated for fortifications, tho total contemplated outlay for tho army amounts to $2, 497,000.000. A striking feature in the army estimates and tho $144,943,000 for air service production. Tho appro priations last year under this head were $760,000,000. It is evident that the war department is proposing to continue construction and manufac ture of aircraft on a fairly large scale. Tho largest single reduction from the appropriations for this year for tho army's pay, travel and general ex penses, the new estimate for next year being $327,678,000 as against $2,367, 000,000 appropriated for this year. Sim ilarly largo reduction is made in quar termaster's estimates for supplies, clothing, quarters, including canton ments and similar expenses, tho now figure boing $991,789,000, as compared to $5,451,000,000 appropriated for this year. Four Ameri can soldiers dispersed a mob of thou sands at Esch aftor it had "wrecked twenty-oight shops for the overcharg ing of Americans. Most of these es tablishments were conducted by Ger mans. Tho Luxombergcrs, who long have protested against high prices, re sonted the overcharging of their "de; llverors." They entered tho shop, de stroying its contents. A department store owned by a Hol lander was wrecked and he reported his loss to his government. He was tho only foreigner othor than Ger mans, whoso property was attacked. The anti-Gorman spirit was super seded by ordinary mob enthusiasm and the destruction finally was extended to the shops of Luxomburgers them selves. Two American lieutenants who ar rived -while the campaign of destruc tion was at its height called upon four enlisted men to arm themselves with broken boards and disporso tho crowds. American troops crossed tho frontier into Prus sia at daylight behind tho German rear guards. Treves is the most Im portant city thus far occupied. Ameri can troops also are patrolling scores of villages, however. General Pershing is in tho immedi ate vicinity to observe the operations. His advance headquarters will bo es tablished at Treves, where General Preston Brown will bo military gover nor and General Harry A. Smith in chargo of civil affairs. The advance today averaged twelve miles. Troves is situated on the right bank of tho Moselle river fifty-seven miles southwest of Coblenz. It is perhaps the oldest town in Germany and is rich in Roman relics. The population at the outbreak of the war was about 60.000.
