THGfj ENDING Of WAR WASHINGTON, Dec. 4 Reaction from war time economy is apparent In reports to various government agen cies since tho signing of tho armis tice. War savings committees in all parts of the country have submitted statements tending to show that per sons who abstained from buying un necessary clothes during the war have rushed to shops within the past week or two and bought according to pre war standards. Rotall businesses ropor-t stimula tion of business by peace news. In Borne cases, the response was lmmed iato, business showing a big jump within a day or two after Nov. 11. This reaction sooms most marked among tho wealthier classes. Reports gathered by the Federal Re serve Board also show activity among wholesale houscR to moot the demand of retailors. Tho wholosalo business, however, is somowhat restricted by tho desire of retail merchants to let their stocks run low, while waiting for prices to come down. Thousands of retailors quickly arranged special 6ales of their stocks at lower prices, in view of tho uncertainties of the fu ture course of prices. Building operations havo taken a sudden start after tho long enforced period of sluggishness during tho war, and building materials are now be ginning to flow away from former war enterprises, toward peace time build ing projects. Private building seems to bo holding back, however. Munici palities and states have turned their thoughts to building roads and bridges, held up during the war by shortage of materials, and within the next month officials hero look for a multitude of advertisements for bids for these pro jects. At least eight billions of dollars must bo raised in the United States next year from war bonds or war savings. Officials arguo that float ing of those loans without correspon ding savings in monoy and materials merely serves to inflate credit, and the practical result of this inflation is a general riso in prices. The treasury now is seeking to de velop means of continuing thrift prop aganda throughout the next few years, to educate the public to the duty of paying off indebtedness before relax ing war time economy. In fact, stu dents of economy In the treasury de clare that unless tho American peo ple learn lessons of thrift which pop ulations of England, Franco, Germany and other warring nations have learn ed during the past four years, tho country will be in position during re construction of absorbing much more than lis share of the world's avail able stock of food, matorlals and la bor, needed for the physical rebuilding of devastated portions of Europe. Treasury agencies studying banks' conditions in industrial communities, particularly where war materials wero war materials were manufactured, that savings and checking accounts maintained by workmen do not have balances proportionate to their ad vances in wages during tho war.
