Oct. 17 Represen tatives of capital in the national in dustrial conference continued their ef forts today to frame a declaration on collective bargaining to be off-Ted as a substitute for the resolution pre sented yesterday by the comra'ltee of fifteen While acknowledging collective bar galnlng, the declaration in its tenta tive form provides that the individual establishments shall be the basis of relationship and that the employ ;-: shall not- be required to deal with others than their own employes.
