and escape being killed or perhaps
maimed for life but such was the good
luck that came to Volney Jaqua and

debris but wore not hurt except that
one had a slight cut on tho head and

west side sewage station Thursday aC

ond time a test had been arranged ror
Ihe first test was set for last Satur
day afternoon but that morning the
contractor the Campbell Building Co
gave notice of its inability to b
eady and the tesb was postponed un
til Thursday afternoon
Although certain members of the
hoard of public worksnoiably Chair
man H G McMillan declared a few
days ago thrtt there were no leaks to
speak of In the pipe twentyfive leaks
had developed by Saturday and no at
tempt was made to carry out tho tosu
In the neighborhood of oOO000 gal

through tho apertures and It was con
sidered that an effort to test the pipe
would be fruitless

pipe and the handling of it afterward

With the reef of tho pipe If the hoops I
had been applied Immediately after
the staves were placed It would have
been watertight and thus prevented
any leakage to speak of

lic of the Change In Ownership
of the Waterworks
Tho city has sent out notices to
t consumers advising them that
they must pay six months water tax
In advance or failing to do so within
ten days suffer the penalty of having
the city water turned olf the turning
on of which will cost 1
This is the first message to the
homes of Ogden officially acquainting
tho people with the fact that the wat
erworks so long a disturbing factor
In city affairs la at last a public util
ity In possession of the municipality
A taxpayer said this morning
When Is this taxpaying and threat of
punishment to cease I have Just es
caped tho county treasurers delin
quent illst by selling a horse Now
hero comos the city with another tax
and another threatened delinquency
and I am going home to Inform Mary
that the chances nro wo will be com
pelled to sell tho cow or cease to
drink city water
The city council met In special ses
sion yesterday for the purpose of tak
ing those preliminary steps toward tak
Ing control of tho waterworks of the
Ogden Waterworks company which
the city recently purchased and for
which tho city recently vot
ed an obligation of UU54UJ
156100 or which was to
be paid In cash to tho waterworks com
pany One hundred and five thousand
has already been paid and tho remain I
Ing 50000 will be turned over to the
company in question within the next
few days Tho money on tho bonds
has not yet been received by the city
but a telegram from the bondholders
the Rollins company of Chicago yester
day stated that the money would be
forthcoming on or before next Wed
nesday
Two commodious rooms have been ar
ranged In the city hall building for the
business of the newly acquired water
works and all the books and business
papers relating to that business will bo
transferred to the new quarters today
The force of managers and clerks un
der the employment of the private cor
poration will be maintained for the
time being by the city In tho transac
tion of the business of handling the
water supply of the city including
Manager C H Klrcner but the entire
system will be under the direct control I
and management of the waterworks I
committee of the city council which is
made up of the following councllmen
Peery Humphrls Flygare Thomas and
Dana
Hereafter the water users of the city
will transact business with the man
agement at the crity hall The system
will be conducted under this order of
things until such time as the city
council may make moro definite ar
rangements for the handling of the
city water It Is thought by a number
of the council that the Incoming legis
lature should posh a law providing
for the appointment of a special com
mission to take charge of tho water
works of the city sa as to take tho
system from the hands of political
manipulation The commission sug
gested is to be absolutely nonparti I
