THREE IMPORTANT DEVELOPMENTS r
I OCCUR IN HOUSE INSURRECTION I
Compromise Fathered by Senator Cummins Fails to Unite Republican Members
Alleged Satisfactory Working Agreement Entered Into by Insurgents and

I
ing Delay of Tariff BillAllied Forces
I Claim Majority for Monday 4
Washington March 12lhrce Im
portant dovolopments occurred today
In the house insurrection against tho
adoption of the rules of the sixtieth
congress to govern tho incoming con
gress
A compromise fathered by Senator
Cummins ol Iowa and presented to
tho regulars by President Taft failed
to unite the Republican members
What was pronounced a satisfactory
working agreement was entered into
by the Republican insurgents and tho
Democrats The name of Theodore
Roosevelt was Introduced as an insur
gent sympathizer
The compromise was one thai in
surgents have considered ever since
the report became current that Presi
dent Taft desired tho fight postponed
lest it might delay tho tariff hill It
provided lor the reelection of Speaker
Cannon and the adoption of the rules
of tho 60th congress for thQ special
session
After tho organization on Monday
It was provIded that a resolution
should bo passed authorizing a com
mittee to investigate the rules and im
port on pr pscd changes at iho regular
session in December
If was proposed that the insurgents
should be allowed to name four of
their numbqr for the committee the
Democrats six and the icgulars live
The latter five wore to be Represen
tatives Mann of Illinois Cunlcr of
Now Hampshire Keifer of Ohio Smith
of Iowa and Stevens of Minnesota
For tho regulars Former Reprosen
taLly Watson of Indiana replied that
the compromise was wccp table If
amended so as to allow tho speaker
to appoint the committee due regard
being given to the Insurgents in its
composition Tho Insurgent leaders
subsequently declared they would ac
cept no such suggestion It is be
lieved President Taft will exert his In
fluence to bring the two branches of
the party together
For more than two hours this after
noon the insurgent steering commit
tee conferred with a committee repre
senting the Democrats Representa
tives Gardner Nelson Hubbard and
HInshaw were present for the insur
gents and Minority Leader Clark and
Representative Underwood of Ala
bama for Ihc Democrats
The insurgents convinced the Demo
crats they could deliver thirty votes
for any proposition they desired to
propose on Monday The Democrats
promised to furnish 170 votes against
the previous question motion on the
adoption of the old rules This lacks
two of being the full Democratic
strength there being one vacancy on
account of death and one member be
ing seriously ill As 195 will be a
majority the allied forces claim the
victory
The program tentatively agreed up
on by the allies was to vote down the
previous question on the adoption of
thorulos on Monday and If the amend
mont to the rules providing a com
mittee to select committees Is voted
down to propose that the committee
on rules be elected by the house Tho
Democratic conferees are said to have
declared they could line uptime entire
Democratic delegation for the latter
amendment but they were not so cer
tain as to the former
The regulars claim to have the
promise of several Democrats not to
vote with their part for the various
amendments and deny that the Insur
gent forces will number thirty
I have never yet as whip fallen
down on a poll of the house declared
Former Representative Watson to
night The organization will win in
a walk
i Speaker Cannon also seemed confi
dent
I have no blight ho said that
the organization will win out We or
ganized the house before and I guess
we will do it again next Monday
Both the Democrats and the Insur
gents say no serious attempt will bo
made to defeat Mr Cannon The in
surgents will be left to follow their
personal Inclinations along this line
At the Republican caucus tomorrow
night it is planned to bind tho party
to vote for Mr Cannon and for the
adoption of the rules Several insur
gents will not attend
At the Democratic caucus Monday
it is intended to bind the members
to vale against the rules
President Taft had a conference to
day with Speaker Cannon Senators

HARRIMAN MAY SOON
BUILD NEW RAILWAY
It Is Believed That He Will Construct
Road to Compete With Western
Pacific
Salt Lake March 2A recent is
sue of the New York Commercial pub
lishes the following story which Is
given a great deal of credence In Salt
Lake City
It Is believed that Harriman Inter
ests are seeking to get control of the
last practical route througn the Sier
ras one that was surveyed for tho
wain line of the Western Pacific and
abandoned for the one that has been
followed In building the new roaa
This conclusion is prompted by tnc
fact that thirty surveyors known to
be In tho service of the Southern la
chic are running grades through
Washoe county Nov and Lassen and
riumas counties California over near
ly the sumo route that was abandon
ed by the Western Pacific This
route is through Ftcdonyor pass
which was conceded by engineers to
be entirely practicable but not as
desirable as the BcckwKu whi6h baa
been used
In connection with the surveys
through Fredonyer pass it has been
suggested that a new main line might
bo sought In that direction The dis
tance Is not much greater than that
traversed by thc present route where
as the grade would be much less
Tho activities of the surveyors have
also been explained by the sugges
tion that the Oregon Short Line might
be seeking a connection from a point
on Its present main line in Idaho to
Some point on the Shasta rcfrfte or
the Southern Pacific
