SPEND MDEY The Davis and Wober Counties Canal company will spend a quarter of a million dollars this fall In ce menting its canal from the headgatoc lu Wobor canyon to the first main branches approaching tho Sand Ridge This decision was reached yester day and operations vrlll be commenced at once The company has been en gaged In cementing about a half mile of the canal as an experiment in falling from a tree He had ordered a load of hay brought to his home and there were several limbs on a tree near the driveway that might prevent the load from passing so Mr Folster secured his saw and ladder and was busily engaged when he fell to the ground Some small boys were near who saw him fall and at once ran to the neigh bors to got help NIols Kjelson and Joseph Thorpe were soon on the scene and Just as they came Mr Fol ster breathed his last Mr Folster was born In Denmark seventysix years ago and shortly af ter his marriage ho and his wifo be came converted to the Mormon re ligion and a few years later emigrate ed to Utah with their three children They located yin Pleasant Grove where they remained four years when they moved to Salina and had not lived there long when the tho larg for schools est the per capita expenses being 470 as compared with 225 for police and 172 for lire protec tion The figures arc given out as a part of tho bureaus report covering the financial operations for cities during the year 1008 The report covers all cities of more than 30000 population of which there arc 158 The aggregate cost of operating these cities was S 494997312 The report Indicates a general In crease in the cost of maintaining city governments In 1902 the average was 13 30 per capita By 190S It had ad vanced to 1581 of the total amount more than onefourth was paid by New York Philadelphias expenses wero only about onefourth as much as those of New York But large as were the figures for New York the people of Boston paid In more proportion to population The now England Metropolis heads the lst with an expense cost of 27 6S for each person Of the largo cities Now York comes next with a cost of 2171 while Washington with a coat of 2463 makes a closo third Of tho first class cities New Orleans paid less or city government than any other the cost being only 1276 per capita Baltimore with an expenditure of 1334 was a close second Of the cities of the second class Denver stood at tho head and St Joseph Mo at the foot of the list the figures for the Missouri city being only 5 Co per person and those of Denver HAL Salt Lake City paid most for per capita for schools 818 but Newton Mass was second with 8 In this re spect Montgomery Ala made the low est expenditure 103 par capita SALT LAKE LABOR DISPUTES SETTLED SALT LAKE July 7As a result of a mooting last night between the Master Plasterers association and representatives of tho building trades council and the Plasterers union tin strike of the plasterers was settled and the men wont hack to work this morning on all buildings whore tho walkout occurred last Friday and Saturday 11 Both sides madei some concessions but the plasterers were victorious In the larger part of what they wont af ter It was decided that only union hod carriers and mixers he employed hut sheelers and cleaners may be classed as corpmon laborers and non union men If desired Tho settle ment was brought about to make it possible for the men to go to work until the whole building labor prob lem can be settled The master plasterers have appoint ed a committee to meet with a com mittee of Journeymen plasterers probably next week to formulate per manent working rules The plaster ers will appoint their committee Fri day night The wheelers and other common la borers who have been working on the buildings were permitted to stay with their jobs at the old scale of 250 a day An effort to force the contractors to employ union men for this class of labor was made last spring but failed The building trades council met early last night and voted to support the plasterers la their strike for union helpers This action was then told to the master plasterers by a committee of the building trades I ouncll and the master plasterers agreed to accede to the demands of the plasterers on a temporary settle ment As a result the nonunion men who have been carrying a hod and mixing were discharged this morning from the various jobs and their places were taken by the union men The scale of wages was Increased from as I low as 250 a day to 150 for the helpers The plasterers went back to work on the old scale of 600 a day STOCK PRICES DROP ON 9 CHANG SALT LAKE July 27Prices In the regular stock list were lowered again this morning A fair amount of business was transacted but In every instance with tho exception of No ada Hills the market price was re duced Ono of the most disappoint ing numbers was Columbus Consoli dated which was marked down to 41 cents with the sale of only 1000 shares Those who have seen tho mine re port the most favorable conditions and even Manager Jacobson who has just returned from the property claims that they are now in the best shape to produce heavily and clear up their of Largest In World at Early Date Few people realize the Importance of the Garfield Smelting companys J plant on the borders of tho Gr at Salt Lake When first constructed It was stated that the capacity of the plant would be 1000 tons of on dally After operations had been started It soon was learned that the capacity of tho plant was altogether Inadequate to meet the demands of the customs shippers to this market and a larger plant was planned Additions have been made to the Garfield smelter from time to time until today it runs along normally at 3000 tons of ore and when a large stock begins to ac cumulate the plant capacity is run up to 3500 tons every twentyfour hours A few months ago after the Utah Copper company had absorbed the Boston Consolidated it was announc ed that tho output from these copper properties would be at least doubled as soon as additional mill equipment could he Installed In order to mte tho demands that will be made upon the Garfield furnaces plans have been I completed for enlarging this plant Some new roverheratory furnaces are to be installed a number of additions made to the equipment and a new stack to be 350 feet in height will bo built at once This will bo one of the highest stacks in the world The old stack Is 300 feet high and has an In Fide measurement of forty feel Tho new stick will he higher hut the ca pacity will bo smaller as the flues aro to he about eighteen feet in diam eter Within a years time the additions planned will ho completed and the I Garfield plant will then be one of the largest copper smelters In the world I It will he able to produce about 27JJ tons of metallic copper each day or not less than SOOO tons a month At this rat 10000000 pounds of blister copper will he produced at Garfield each month in tho year and most all of this red metal will come from the mines of Bingham With the increase In capacity will come an Increase In the operating forces Upward of 2000 men will be employed and this will ho one of the greatest copperproducing centers In tho world THE LARGEST RESERVOIR BY IDAHO LAND BOARD Boise July 2SAt the recent meet ing of the state land board plans wore approved whereby tho state enters in to a contract for the largest reservoir that it has ever constructed for Irrlga tion or for any other purpose This reservoir will ho built six miles north east of the town of Jerome and It is hoped will insure wator for lands on the north side Twin Falls tract It will cover SOOO acres of land to the dopth of 20 feel and Is intended to contain wator sufficient to Irrigate tho lands under it for tho entire low water period regardless of the exist ence of the Snake river The records In the state engineers office show I that live or six years out of twenty an additional supply of water Is neces sary on the north side project be tween July 10 and September 20 Contracts have already been lot for the construction of the work which will commence Immediately and is to ho completed by the first of Decem ber with an approximate cost of EOOtiOO It Is provided that settlers on the north side tract shall have preference In doing the work and that so far as possible the hay and grain raised
