8 NOTES FOR THE NATIONAL GUARD A Camp at Which There . Was Plenty of Work for the Soldiers. Some Talk About- Raising the Standard of the Guard of the State. An Energetic Officer Has Eesigned. The Camp of the Signal Corps. Third Brigade. Camp Shatter at Santa Cruz is a thing of the past, but it will live in the memory of the members of the Fifth Regiment, Second Brigade, oi the National Guard, as one at which there was plenty of work and Dot little of the social feature which marked the camps of previous rears. During the week the camp was visited by Brigadier-General Warfield, commanding the Second Brigade, who was accompanied by Lieutenant-Colonei Joseph G. Geisting, as sistant adjutant-general of the brigade, and several members of the brigadier-general's staff. They remained the better part of two days and made a close inspection of the camp and the manner fn which it was conducted. The assistant adjutant-general, in speaking of the camp, said that it was conducted more in accordance with the methods of a United States army camp than any that has been known in this State for a long time. There was a good deal in the military instructions that were im parted that will prove of value to the men and those who are in command of them, and en able them in the future, to make better sol diers. The assistant adjutant-general, speaking of the guard generally and|tbe Second Brigade in particular, said that it is the desire of those in authority to bring the guard of California up to a standard that will command the respect of every one who will look upon the soldiers whenever they turn out or when they are engaged in military work in the armory. It is the aim of the commander ol the Lecoud Brigade to place his command in such a con dition that it will merit tho commendation of the citizens and to make the citizens feel that there is organized for their protection a body 01 men that will serve them if ever called into action. The brigadier-general, who some time since said of his command, much has been done but more is expected," has a good opportunity to advance his brigade, and if he will do so he will win the admiration aDd respect of all who are forced to pay for the maintenance of the guard. Action on the part of the superior officer.", not spasmodic but continuous, that will animate tne Hiibotdinate officers and the men, one mat will arouse a spirit of rivalry in the several organizations and make each try to excel the other wiil do much to accomplish the end sought. Camp Shatter was also visited last week by Major-General Nat T. James, division com mander, accompanied by Colonel 11. P. Bash, assistant adjutant-general of the division, and several members of his staff; and Colonel James F. Smith of the First Regiment, Second Brigade, also went to the camp to see if he could discover anything there that could be of service to him when the regiment he com mands goes into camp near Ukiah in the lat ter part of August. The men of the Fifth were promised Buzze ' cot ovens, such as are used in the regular army in th. preparation of rations for each company, but the ovens came not and the men were forced to make other arrangements, which, it is claimed, gave satisfaction. Such au oven was used by Troop A on lis practice march through Sonoma County recently, and it is stated that it proved a great success, lt ls expected that a supply of the ovens will reach this City in time to be delivered to the companies of the First .Regiment when it gets ready to go into camp. The several companies of the guard are awaiting the distribution of the new Spring field rifles wnich have been promised for some time, but the weapons are a long time reach ing nee. The men are to be supplied with Webb cartridge belts, canteens and haversacks, and then wnen they get their new uniforms they will be in a pretty good condition. If there is any surplus after the payment for the unifor.us, the money will be used, as far as it will go, to provide overcoats where they are most needed. George Lipman, second lieutenant of the Ca det Corps (Lowell High School) has tendered his resignation. First lieutenant Price, Troop A, H. G. C, has resigned, much to the regret of the troopers of the company. He has accepted a position in his brother's banking-house, New York City, the terms offered being such tnat be could not in justice to himself decline the offer. As an officer of the National Guard he was active and efficient, and he contributed in a ureal degree to the equipment, discipline and efficiency of the troop. In his retirement the troop loses a valuable officer, and Captain Jouks, the com mander, an able assistant. . Mr. Price was also well known as a news paper man, and in that capacity he displayed much enterprise and ability. During his resi dence in this City he made a host of friends, who, while they regret that he leaves ihem, rejoice in his advancement. The cavalry branch of the National Guard has adopted the recent changes that have been promulgated in bugle calls. The principal changes in the drill signals are: "Fours right," "Fours left," "Guide right" and "Guide left," and in the service calls the "church call" has been changed. Third Brigade Signal Corps. Camp Douglass, ln Summit Valley, near Dormer, is now an established fact, for the i members of the signal corps of the Third Brigade have pitched six tents and established military rule. Tne corps left Sacramento on Friday night and reached Soda Springs sta tion at a quarter after 6 o'clock the following morning, and were met thereby the advance guard. At 10 o'clock the men were called "to horse," and took a practice march to the Sum mit, a distance of three miles. Colonel Rob ert!.. Peeler, assistant adjutant-general ol the State of California, and Major D..*ugiass, signal officer of the Third Brigade, were expected the following day. The members of the corps are equipped for work, and they intend to mace the most of the time tbat they shall re main in camp. Watkins. HOTEL AEEIVALS. COSMOPOLITAN HOTEL.
