10 THAT TEA APPOINTMENT. Collector Jackson R.- fuses to Sip a Cup With Inquisitive Broker Belli ngalL P. W. "Bellinßall. customs broker, has addressed another letter to Colonel Jack son, Collector of Customs, asking that the Collector refer to the Secretary of the Treasury Bellingnll's contention that the Secretary had acted illegally and without authority when he appointed an inspector of teas or an examiner of teas for the port of San Fraucisco. The Collector has addressed a diplo matic note to Broker Bellinßall inti mating that the Collector haa no doubt whatever that the Secretary of the Treas ury knew what he was doing when he made the appointment, and that it would therefore be a work of supererogation and of several other many-syllabled words for him to ask the Secretary of the Treasury whether that exalted official was sure he was riffbt before he went ahead with the appointment In conclusion the Collector suggested that perhaps Mr. Kellingall might himself ask the Secretary of the Treasury about it.
