NOT UNLIKE THE DUBLIN ROCKYROAD Streets in the Manufactur ing District Almost Impassable. : PILED HIGH WITH OBSTRUCTION The Fire Department Object to Driving Over Lumber Piles. STREET siperhtemejt scored Photographs of the Blockaded Thor oughfares Were Taken Yesterday. General orders ol* the "Board, [ of" Supervisor*., section lOTs It shall he unlaw lul lor any per. MB or persons, without per mission from the Board of Supervisors, to pile, cap or otherwise ohstruct any street or portion of any street, lane, The Lumber in the Street at the Corner of Fremont and Mission Which Chief Sullivan Says "Was ths Cause of Fireman Sawyer Being* Seriously Injured Last Wednesday Night« place or court laid down and designated upon the official map of tiie <ity and County of Man Francisco, or declared an open public street Uy any reso lution or order of the Hoard of Supervisors, whether such street he graded or otherwise. TKvcry day during- which any piles or pile, cap or caps or other obstructions unlawfully placed in any portion of any of the streets aforesaid shall he allowed to remain there by the person or persons so un. lawfully placing: them there, after notice from the l*taper. 1 in ten dent of Public Streets shall constitute a new offense. Tbe possibly fatal injuries which were received by Frank Sawyer of fire truck No. 3 by driving inio a pile cr lumber in the street at the corner of Mission and Fremont while on the way to a First street fire last Wednesday evening, has ! greatly incensed tho heads of tbe Fire De- i partment against the Superintendent cf | Streets. While the horses of the truck were run- . nine at top speed on the way to the fire, ! Sawyer was unconscious of the impend ing danger until the corner had been reached. As it is very dark in that por tion of the City at night, there being but a few street lamps, nothing could be seen but objects a few feet in advance. As tne j corner was turned the danger was real- ( ized, but too late, for the truck dashed ; into the street obstruction and Sawyer ' was thrown to the ground and crushed j between the truck and the lumber, and j bis injuries nave been pronounced fatal. The blockaded condition of the streets | will now be called to tbe attention of the | Superintendent of Streets, and .an effort i wiii be made to have the obstructions re- j moved. "There is an order,"said Chief Sullivan, I "to the effect that where it is impossible j to remove such obstructions in the street, I during the night a light or some way of warning the public shall be placed there, it is also a violation of the law to fill tho street in such a manner for any time longer than will b3 absolutely necessary to unload lumber or other thims used in those mills and remove it into the build ings or storerooms. "For months and months the streets in the neighborhood of Beale, Fremont, Mis sion and Howard have been half filled with lumber, junk, donkey engines and scrap iron, and it is a menace to life and I a disgrace to the City, besides being a I violation of the orders of the Street De partment. "It is absolutely unsafe to drive there during the night, end every fireman who goes there to a fire after dark takes his life in his hands. I was thrown from my buggy not long auo by driving into one of these nuisances, and I think 1 was lucky ; to escape with my life. "The proprietors of these places cannot j be altogether blamed for tbeirnegligence, j as the Superintendent of Streets should enforce the order. It is criminal to allow the streets to be iv such a lix. They are rough enough there without having loads . cf lumber strewn broadcast around. "Daring Superintendent of Streets &.; wood's administration, any obstruction : of the kind was hauled off to the city cor , poration varus and sold at public a'jc.ion, ■ and that is what should be done now. A few sales of property would bring these j people to their sens s and teach them to 1 appreciate the danger of firemen and , otbers who aie compelled to go through l that portion of town at night and at full : sreed at that. I "Some places are much worse than i others, but they are all bad enough, It is [ high time to have the matter attended to, I and it will be done if possible without ' further delay." Jg^ District Engineer Wells also thinks it is [ time to do something to protect, to a cer i tain extent, the lives of those whose l business takes them on a run through the streets at night. "1 wish," he said, "that something ; could be done in this matter, for 1 con ' sider my own life in danger, as well as my men. It seems that the worst ob ; structions are in the worst places that is, i placed just at the corner of the streets. j When an engine or truck is running to a \ fire it is impossible to see any danger until ; they set right on top of it, and then it is I too lale to stop. It is a wonder tbat many of us have not already been killed waile i going to fires in the lower portions of the city. The streets in many places are so obstructed that it is impossible to turn a truck around after driving into the street. making it necessary to urive around the block. It is time the nuisance was stopped." Yesterday Chief Sullivan had gome photographs taken of the corner and ob structions where Sawyer was injured, as we.l as visiting other places in me same ; condition. Over 150 places were found ' where the street obstruction ordinance was being violated, and the records will be kept for lota re reference. The place most bitterly complained of by the department is at 105 Fremont street. At that piece lumber is piled in the street to such an extent that it is im possible for two trucks to pass through at the same time. At 103 Fremont street old boilers and scrap iron cover one-third of the width oi the street- At 309 Folsom street it was seen that donkey engines, pieces of machinery and old iron were piled in the street within two feet ot the car tracks. At 228 Fremont street pieces of iron and pointed castings extend over twelve feet beyond the curb. Lumber was piled in the street at 212 Fremont six feet hig*i and twice a-» wide. At 121-123 Beale old trucks and junk were scattered from th; sidewalk to the middle of the street. The wheels of the trucks have been taken off, which would make it im possible to remove them from the way of the department in case of fire there. At 137 Beale junk and scrap iron were piled in the street which extender! ten or twelve feet irom lhe curb. At Beale and Folsom there was more junk and scrap iron in the street and a tender of a locomotive, which took up about one-third of the width of the street. On the northwe-t corner of Harrison and Main streets there was a pile of easting molds over six feet high, it extended into the street for ten feet. At 11" Main street Jumter was piled in places which almost completely obstruct ed the street. Liim bet was also piled in the same manner at 30 Spear street. HALL OF JUSTICE. Not a Laborer 3lade an Appearance at the Site All Day Yea terday. .Not a. sound was heard yesterday in the in clcsure where the Hall of Justice may some day stand. , Not a laborer made an appearance and may not for a week or two. No more work will be done until the stone and Iron frame are delivered at the sue. Just when that will be Is not known, but it is hoped by the Kearny-street property-owners that the ye near tcttire will see "the arrival ot tue building material. Bateman Bros., the contractors having In charge the erecilon of the now municipal building, say tliey legally have three months in which to complete tho structure, at dat the expiration of that time they will have finished their work to the satisfaction of alt interested persons. An interesting it tie point in connection with the di. ay on the building is regarding the superintendent and inspector. The sal aries of those two officials aggregate $400 a month, and although there is nothing (or them to do and will not be for some time to come, they receive their pay regularly. , •;> WALTHER A SUCCESS. ' x-.s ■ THE SAN -FRANCISCO CALL, SATURDAY, SEPTEMBER 11, 1897. COME TO COACH STANFORD MEN George Brooke, Pennsyl vania's Greatest Full back, Is Here. A Powerful Young Athlete Who Is King of Football Kickers. Met Last Night by Old Stanford Students and Will Go to Palo Alto To-Day. George H. Brooke of New Jersey, the University of Pennsylvania's greatest full back, arrived at the Palace Hotel last nieht direct from Philadelphia. He has come to coach the Stanford football team, and will go down to Palo Alto to-day. Brooke wjs graduated from the Uni versity of Pennsylvania a year ago with the class of ' 96. He is now fitting for the bar. Before entering college he was cap tain of the Swarthmore preparatory school team. Daring his university ca reer he was varsity fullback for three years, and received the highest praise irom the best football authorities in the country. When Casper Whitney, at the close of 1 the season of 1895, named his all- America team, composed of the best eleven play ers to be found in America, he wrote: j "There is no difficulty in choosing a full ! back. Brooke is unquestionably entitled J to that distinction, for hi- marvelous ! kicking,, which includes proficiency in I every department of that game, his line- I bucking and his running through a broken I field. Not sine* Butierworth has another ! such an all-round fullback been developed, j and although Broone excels Butterworth j in drop-kicking their punting is about even, and Butterworth is superior in ad vancing the ball." In the Harvard-Pennsylvania game of 1895 Brooke's field goal won the game for Pennsylvania. In figure Brooke resembles Franken \ heimer, Stanford's veteran bucking half, j only he is larger and taller. He weigh* ! 185 pounds with hi clothes and is 5 feet 9 j inches in height. His appearance imme ! diately suggests the powerful young ath ! lete. He dresses well, is smooth shaven, has clear-cut features and large blue eyes, and his hair is a compromise between Berke ley gold and Palo Alio cardinal. He was met at ihe Oakland mole and escorted to this city by the following Stanford men: Football Manager iSwitz" r '98, who was on the debating team that, defeated Berkeley la*t year; Student Body Treasurer Pomeroy '97; Dave Brown '97, ex-football manager, tx- track manager and ex-track captain ; "Jack" Sheehan 'Do. ex-varsity baseball captain; and "Billy" Harrelson '95, ex-varsity quarterback. Brooke says that he believes in Hard work. A wel'-develcped second eleven is the foundation for a successful team. A kicker must have the natural knack or he cannot be mmle a pood punter.
