STRAW BOMEVS OPfcIUTKM. 4 How the Fraudulent Business Thrives in the Police Courts. sens MVSTERICUSLY DISAPPEAR. Attorney Jones Tells of Many of the Methods by Which Justice Is Defeated. A case is now pending in the Superior Court of this county in which ti.e defend ant, one D. S.ernseher, is charged with the crime of perjury. The disposition of tnis case, which is set for trial before Judge Carroll Cook on next Tuesday, will be of more than passing interest to those classes of people known as straw and pro fessional bondsmen. Sternseher was indicted by the Grand Jury, which charged him with having perjure! himself in qualifying on the bail bond of Alma Osborn, a notorious panel game operator. The Osborn woman was arrested last August for grand larceny and was held to answer on the charge by Po lice Judge Low, who placed her b nas at ?2000. The woman sent to Los Anceles ana procured $500 cash, which she offered as security for her appearance in court. Jud^e Low refused the cash bail. There after Sternieher and Ed Lewis appeared before Judge Campbell and qualified on Ainia OsDorn's bond. The day following Lewis applied for and obtained a bench warrant for the rearrest of the woman, out she could not be found, and is still at larpe. Sternseher swore when examined by Judge Campbell as to his qualifications as a bondsman that he was a freeholder in this State and owned nine lots in Almora, Kan Luis Obispo County, which were recorded in his name, free of incumbrance and of the value of $2500. The investigations of the Grand Jury which led to fe ernseher's arrest showed that he owned no property in San Luis Obisoo County v\h ver and was not a freeholder in any part of the Sta;e. Lewis was but little better security than Sternseher. He sworn to the ownership of a section of land in Indian Valley, Lake County worth $15,000 and mortgaged for $1000. C. E. Newman, Load clerk of the Board of Supervisors, learned by inquiry of A -s *-sor Russell oi lake County thai Lewis' 640 a.-res were assessed for $800. From another equa'.ly reliable source it was learned that Lewis had not yet paid the State the full purchase price of the property. In spite of the cv dent guilt of Stern s<eher, Chief Deputy strict. Attorney Hosn:er, who will pros' cute the case, ad mits that it will oe difficult to secure a conviction on the charce. In regard to this question Mr. Jones said yesterday: "Fur a time these reports were made, but of late years some of the clerks have been very derelict in their duty in this respect. It often happens that the only information we get about the forfeiture of a bond comes to u« through the medium of the daily press. While the Board of Supervisors has no power to regulate the actions ot the Police Judges it passed the following resolution governing the clerks: The clerks of the Pol:c; courts are directed and required to accept no persons as surrty on a bail bond who is a pro'essional bonds man or who is an attorney practicing In the Police courts. Consequently such bondsmen are com- i pelled to apply to the Judges themselves when wis! i:i-_r to qualify as sureties. As to other straw and professional bondsmen, their names ate legion. El Lewis, previously referred to, has been on several bonds within the last few months. The Alma Osborn bend was by no means the first on which Steinseher's name has appeared recently. And still criminals are released from behind the bars on the promise of these men and others cf their ilk to pay money which they do net possess should t tie bird re main uncaged. AMATEUR CRACKSMEN. Attempt Made to Break Open the Safe in Scott & McCord'a Ofli. c. An attempt was made to break open the safe in the office of Scott it McCord, hay and grain dealers, 615 Sixth street, early yesterday morning. When the employes went to the office about 7 o'clock yesterday morning the? found thai th<> knob of the safe had been hammered off and attempts had been made to pry ojen the outside door. The safe-cracker 3 must have departed in a hurry as they left all their tools, con sistint; of two chisels, two punches, two "jimmies," two hammers, a monkey wrench, a drill, fuse, putty, powder and glycerine. Entrance had been effected through a side window. Tne police were notified and Captain Bonen sent Detective Wren to investigate. Wren reported that in his opinion it wa* thewrrii of boys or novices at the busi ness because if th<y hart been experts tn'v would have armel themse yes witri d ff rent tools. Even if they had suc ceeded in prying open the outside door of i he safe they could never have opened the in-ide door.
