The chief of the Street Bureau was di rected to cause the removal of all signs upon or projecting over the sidewalks in conformity with the provisions of the "sign ordinance." Barrett secretary, vice John Hansen, resigned, the appointment to take effect to-day. The board adopted a resolution depre cating the attack of Auditor Baehr on its president, T. P. Woodward, as unjus tified for the reason that the report; en titled "Why Our Schoolhouses are not Being Built" was Indorsed by the board and was published by its authority. Bids for the construction of the Sixth street sewer were received yesterday by the Board of Works from the City Street^ Improvement Company, who bid $53,235 16* C. D. Vincent bid 555,302 04. William Bek er & Co. $55,675 85 and C. S. Harney $57, 133 30. The bids are all much higher than the estimate of $49,000, and are predicated on a probable Increase In the wages of laborers, who have petitioned the board •to raise their pay from $2 50 to $3 per day. Says They Violate Provision Regarding Temporary Appointees. The Civil Service Commission yesterCay began an inquiry into the appointment of thirty-six Fide sewer men by the Board of Works of which it has* no knowledge. The commission ascertained that the men are employed by Side Sewer Inspector Foppiano and that some of the men are not citizens. The men were never certi fied as being on the temporary list of em ployes, and the commission believes the men should be taken from the registered list of laborers, or else an examination for the positions will be ordered. The commission has also discovered that the Health Board has frdled to re port monthly a large number of appoint ments. These comprise the health officer, bacteriologist and taxicologist, twenty elgrht employes in the City and County Hospital, three stewards In the Emer gency Hospital, six stewards in the Alms house and ten employes In the leper hos pital. The charter provides that these temporary appointments shall be ap proved by the Civil Service Commission upon notification br the department em ploying them. In arranging for the promotions in the Fire Department the commission found that John Douglas. John Long and Ed Doherty are rated as relief engineers, and they are not legally such, not having been members of the department when the charter went into effect. They will be made temporary appointees, subject to the approval of the commission. For tbe Fame reason the application of J. W. Eel den, now acting as lieutenant of tbe v.ater tower, for promotion to captain was denied. The commission will disapprove of the employment of W. M. Stanton as apothe cary at the City and County Hospital, and R. O. Burnett as assistant apotiie cary. Stanton is a resident of San Mateo and Burnett was absent from- his duties or.e night when Commissioner Mershon visited the institution. Care of Juvenile Prisoners. Chief Jailor Coiuy.ll suggests that all boy pris oners be confined in the quarters of the Boys' and Girls' Aid Society. THE ships of the salmon fleet, laden with men and material for the catching, curing and packing of the fish that has become a staple on the world's market, will all be at sea within a few days. Every day marks the departure of one or more of the windjammers engaged to bring to this distributing center the harvest of the traps and nets of the various Alaska fish ! ery enterprises. Four of the fleet got away yesterday and to-day at least one more will leave If the men to sail her are forthcoming. The ships M. P. Grace and Standard and the barks Himalaya and Coalinga left yes terday and the bark Big Bonanza was cleared at the Custom-house. The desti nation of all these vessels is Bristol Bay. The sailing of these salmon ships is one of the features at this season on the water front. Each vessel carries a small army of fishermen, and as each fisherman usual ly has from one to a score cf relatives and friends anxious to' bid him good-by the farewell gathering at the point of de parture is usually quite formidable. Unfortunately for the peace of these good-by functions, the parting glass is usually in active commission, both among the fishermen on the vessel and the dele i gation on the bulkhead. As a result the harbor police take a lively interest in the sailing of a salmon ship and each depar ture gives the blue-coated peace makers I several hours of strenuous duty. At the sailir.E of the M. P. Grace the parting class led to one rather serious fight in which a departing fisherman sus tained a knife wound. No arrests were \ made, however,' and the wounded man had his injury cared for on board the vessel. The manning of the salmon ships has created a great scarcity of sailors, but within a week It is expected that all the vessels will be on their way north. Conveys Railroad Franchise. Th<re w-as recorded yesterday a deed showing- the conveyance of the Q street. Bryant street and Illinois street fran chises by. the San Francisco and Sari Joa guin Valley Railway Company to the Atch'.son, Topeka and Santa Fe Railway Company. The franchises were granted the first named companjN by the Board of Supervisors on April 4, 1901. Victims of Elevators. Two victims of elevator accidents were treated yesterday at the Harbor Hospital. Thomas Riloy, who lives at 543 Howard street, had his left ankle broken by the fall of an elevator at 1T7 Jessie stret-t. Xarehey Perlch. 1- years of age, who lives at 211 Fourth stroet. had his right foot crushed in an eleva tor at 123 Market street. While the Injury In each case is painful, neither victim was se riously injured. A Fast Passage. The barkentine Irmcard, which sailed from here April 5, arrived yesterday at Honolulu. The cablegram reporting her arrival 'did not state the hour at which she reached the Island port, but a? the dispatch was received here early yesterday, the barkenttne must have made the passage In less than ten day. The record trip for calling vessels is a little more than nine days, and if the Irmgard has not established a new record, she has at any rate made the fastest passage in many months. Motorman O'Brien Exonerated. A Coroner's jury exonerated Gripman J. J. O'Brien yesterday from all blame in connection with the death of Morita Tam. a young Japanese, who rode his bicycle on April 5 Into O'Brien"s car at the Inter section of Fifteenth and Valencia streets and received injuries, from the effects of which he died. The evidepce was that Tam was going at a very high rate of speed and ran into the car Just after turning the corner. His skull was fractured and be died wnilfc being conveyed to the Central Kmergeney Hospital. Alliance Sails Again. The eteam schooner Alliance, which lately struck a rock oft Point Gorda and was beached at CaEDar to cave her from sinking, has been repaired and sailed yesterday for Astoria. Cap tain llardwlek, who was in command when the Alliance struck and whose good Judgment saved the vessel and passengers. Is still in charge. Object to Proposed Innovation. The local Chamber of Commerce has sent to the International Telegraph Con vention in London a strong protest against the adoption of the proposed new cable code, which will make it necessary that all messages bo sent in one vocabu lary- At present cablegrams using" words in any language may be sent without dif ficulty. .:.
