NEWVORK F>HIL,ADEUF>|-lIA CHICAGO CANNERS WILL ASK STATE FOOD LAW Adopt Plans to Gain Reduc tion in Freight Rates and "Also a City Belt Line OFFICERS RE-ELECTED The formulating of plans for the careful observance of the national pure food law and the enactment of a State statute that will not conflict with it; for the agitation of the freight rate question, and the promotion of a belt line railroad In this city, occupied the closing session <ft the Canners' League of California yesterday. The conven tion adjourned after the re-election of the existing: officers. A representative of the association will watch. the various rulings on the food law in "Washington, so that the canners will be able to keep abreast of the Government in the carrying out of its provisions. The league referred to its legislative committee the matter of a State pure food law. Railroad matters also received con siderable attention at the meeting. The following resolutions, introduced by Vice President Jacobs, were referred to the committee on transportation: Ilesolved. That we approve the immediate construction end extension of the Belt Line Railroad around the water front of San Fran cisco, to be continuous from Black Point on the north to Hunters Point on the south.' Resolved. That this league orpe the State and municipal authorities to give Immediate con sideration and action to this subject, as of the moFt vital Importance to the future commerce of San San Francisco and therefore of benefit to the State. Jacobs stated that he believed the extension of the line would be effected within six months, his idea being to run across Market street between the hours of 2 a. m. and 6 a. m. The transportation committee Is ex pected to meet Interstate Commerce Commissioner Lane upon his arrival here the last week of the month and urge, among other things, the granting of an assembling rate for the benefit of the canners within the State. President Graham -will appoint dele gates to the national canners' conven tion, which meets at Buffalo in Febru ary, and they will bear an invitation to the national ' association to meet in San Fr,anci«co in 1909. The members of the league were the guests of the United Can Company at a local theater last night. EIGHT TRAINS ARE OFF SCHEDULE . TV. S. Palmer, superintendent of the northern division of the Southern Pa cific, and W. C Edes, district engineer of maintenance and way, left on a spe cial early yesterday morning for the scene of the washouts on the coast line. The condition .was even worse yes terday than on the previous das', as the rain was still falling heavily and it was Impossible to employ men on the work of repairing the roadbed. Owing to the state of the track the company was compelled to cancel trains 7, 9, 10, IT. 18, 19. 21 and 22. Three extras were started out yes terday morning from Fresno bound for Los* AnxeJes., and the railroad people are confident that they will be able to get these trains through without any mishap, as the road over the Tehachapi is open for traffic. There has been considerable trouble on the San Joaqu'n line owing to mud, which covered the track to a depth of three feet for 1000 feet at a stretch. The railroad company has, however, kept an enormous force of men at work, and is also watching the track. No fear need be entertained as to the valley route. The Monterey special has been can celed, as the high water is endangering the bridge at Salinas and is washing away the riprap at the west end. The Hollister branch is also tied up. Train No. 21. which left here yester day on the coast lin«, is held at River bank, and No. 10, which left last night, is detained at Salinas. No. 9, which was due here this morn- Ing, is still at King City, and it is not known when \t will be able to move, either to the north or to the south.
