WASHINGTON. March 5.— Orders for the consolidation of the Pacific. Philippine and Asiatic fleets have been secretly given by the Navy Department and this step marks an epoch in the progress of the navy. No additional ships will be assigned to the Pacific immediately, but the move means, according to a high authority in the department, that the naval strength of the United States on the Pacific Coast will never_ be less than it is now numerically and that ultimately the Pacific fleet will be strengthened by the addition of bat tleships of the highest class. The Pacific fleet as now constituted consists of the armored cruiser squad ron, the most modern vessels of their kind In the navy, now on the China or Asiatic station under command of Ad miral TV. H. Brownson; the Philippine squadron, under command of Admiral James H. Dayton, and the Pacific, or "Home" squadron, consisting: mostly of light vessels. On April 20 Admiral Brownson will be relieved to become chief of the Bu reau of Navigation in Washington and Admiral Dayton will become command er-ln-chief of the new Pacific fleet, or ganized In all respects on the same 3n*s as the Atlantic fleet. Rodgers horsewhipped Dr. Walter Turnbull, a prominent physi cian of this city, tonight in the main street before a large crowd of applaud ing citizens. It was directly In front of the post office that she first caught him. He was taken completely by surprise. With lerrlflc force the lash descended on the lace of Turnbull. The whip at the first blow bit Into the flesh of the man. Again the woman swung the rawhide »nd a cash was laid open across the theek. More blows followed until Mrs. tlodgers was satisfied with Uter work. While the whipping was in progress the two were surrounded by a large li umber of residents. Both are married and have families. SACRAMENTO, March 5.— The thirty-seventh session of the California Legislature will sep arate the army of attaches from the payroll by adjourning with out date on Tuesday, March 12, or five days after the expiration of the constitutional limitation. As forecasted by The, Call, the responsibility for fixing the" date of adjournment is to be left en tirely with the Assembly. The lower house adopted a resolu tion today naming' next Tues day, the sixty-fifth legislative day, as the last day of the ses sion. When the resolution comes before the Senate officially the Senate leaders, in brief speeches, wil advise the people of the. State that it is the desire of the Senate to adjourn sine die on Saturday of this week, but that the Assem bly has thwarted the laudable ambition of the upper house to save the State $8800 in attaches* salaries, and that since the Assembly will not quit on Satur day, the upper house will, with reluctance, consent to remain over. Judge Hebbard, giving the "al coholic atmosphere" as .an excuse, adjourned his court yesterday without attempt ing to hold a session. The Judge, reeking Yrith liquor, attacked a reporter with n pistol at the Majestic Hotel. Later he became so objec tionable that he was ejected from the hotel and taken to the Clara Barton Hospital, where he placed under the care of physicians and nurses.
