March B.— The President has been unable, on account of the rush of busbess incident to the close of Congress, to take up the question of enforcing the Japanese ex clusion amendment. Now that Con gressional visitors are thinning out he proposes to devote some time, .to the subject. He will consult Secretary Strauss and Commissioner Genera! Sargent soon and arrangements will be made for an investigation of Japanese immigration questions in California. If this report indicates that the influx of Japanese from Hawaii is detrimental to labor conditions on the coast the President will put the exclusion amend ment into effect v While it is expected that the Jap anese coining from Hawaii will be ex cluded, there is no certainty of such an outcome, as the matter is entirely in the President's hands and he cannot be called Ho account if he decides that the Immigration shall not be checked. It was intimated at the White House today that the President through Sec retary Hoot would sound the Japanese government further before taking any Btcps to enforce the emendment. - In all the exchanges between this Government and that of Japan, It has been the aim of the President to assist the Tokio government in putting the best possible face upon the immigration question. It is realized here that the Japanese people are strongly opposed to any restriction of their rights to emigrate to the United States, and they are backed up by the influence of the emigration associations, which have powerful Influence with the govern ment. Californians here who have kept watch of the question do not believe the President will take any steps which \u25a0would be repugnant to Japan. The;' think he would postpone the enforce ment of the exclusion amendment for a time If the Tokio government should request such action, and in some quar ters the belief is growing that Japan has made such a request.
