criticism of Senator Fulton of Oregon
for his course- with respect to th«
forestry reserve policy of th& Govern
ment is contained In a letter from Sec
retary Wilson to the editor of a West
ern newspaper made public by the De
partment of Agriculture yesterday.
The letter was inspired by the publi
cation of • a communication addressed
by Senator Fulton to S. J. D. Comb?.
an. Oregon cattle ralaer, In which the
latter wa3- advised not to regard the
regulations of the department pro
hibiting the grazing of cattle in the
national forest reserves, because there
was no constitutional law to prevent it.
Senator Fulton repeated in the letter
some of the views that he had ex
pressed on the floor of the' Senate
wjjen opposing: the President's pro
gramme for Increasing the forest re
serves.
Secretary Wilson's response breathes
indignation. He calls attention to the
statute which authorized the Secre
tary to make rules and regulations to
protect the forestry reserves. Favorable
rulings have been made by the United
States Circuit Conrts of Appeals at
San Francisco and other courts, Secre
tary Wll^pn says, and the Attorney
General has twice given his opinion
that the act was constitutional.

He was congratulated upon his ap
pointment as secretary of the Smith
sonian Institution at an Increased sal
ary. His- response showed hearty ap
preciation of the good will of his corps.
Today he emphasized his attitude In
a remarkable manner and made his
exit memorable by ordering a whole
sale reduction of salaries along the line,
the reduction amounting to 15 to 25
per cent. The order was made in com
pliance with the act, of Congress which
reduced the appropriation for the Geo
logical Survey. One of the employes
summed up the situation by remarking
that the loving cup seemed to be full
of lemons.

KIDNAPED IN HAMBURG
Parents Are Divorced and
Have Been Fighting for
Custody of Lad
i BERLIN. March 23.— A dispatch to
the Tageblatt from H.inover says that
"Efldy" Kriegery 12 years old. the son
of .George Krieger of Chicago, who
married the daughter oorf r Dr. Bart, a
millionaire, has been kidnaped by two
masked persons in Hamburg. Ap
parently young Krieger had been twice
kidnaped. ,The boy's father, after se
curing a divorce from his wife in Amer
ica,, secretly brought the boy. with" him
to Germany and intrusted him to .a
friend residing near Hanover, where he
was educated. The lads mother has
since, married Df. ; McDonald and came
to Germany In* order to obtain pos
session of -the boy. "who had been lo
cated \u25a0 at ! Hanover, by detectives in Mrs.
McDonald's employ. She took the lad
with great secrecy to Hamburg, from
which 'place he* has- now mysteriously
disappeared.
