March 23. — Sharp criticism of Senator Fulton of Oregon for his course- with respect to th« forestry reserve policy of th& Govern ment is contained In a letter from Sec retary Wilson to the editor of a West ern newspaper made public by the De partment of Agriculture yesterday. The letter was inspired by the publi cation of • a communication addressed by Senator Fulton to S. J. D. Comb?. an. Oregon cattle ralaer, In which the latter wa3- advised not to regard the regulations of the department pro hibiting the grazing of cattle in the national forest reserves, because there was no constitutional law to prevent it. Senator Fulton repeated in the letter some of the views that he had ex pressed on the floor of the' Senate wjjen opposing: the President's pro gramme for Increasing the forest re serves. Secretary Wilson's response breathes indignation. He calls attention to the statute which authorized the Secre tary to make rules and regulations to protect the forestry reserves. Favorable rulings have been made by the United States Circuit Conrts of Appeals at San Francisco and other courts, Secre tary Wll^pn says, and the Attorney General has twice given his opinion that the act was constitutional.
