March 26— Officials of the immigration service are intensely interested in the working effect of the Japanese exclusion regulations issued today by Secretary Straus. Al though paragraph five of the regula tions p!ares the burden cf_J?rpj3JLjupoj) any Japanese who sets up the claim that he is not a laborer, immigration officials say this will be extremely dif ficult of enforcement.
