It U a welcome fac/ that easier mon etary conditions prevail throughout the world. the only exception perhaps being at Paris, where woe concern le fhown over the Rnssian situa tion. There Is little prospect of gold exports from this Kide at the moment, end. this country is now well supplied with an abundance of cir culation. It i* not a scarcity of money from which we are Buffering, but rather an exhaustion of the floating supply of capital which has been turned too rapidly Into fixed forms. Our cir culstteg medium is now about $2,900,000,000. an Increase of over $200,000,000 compared with a year ago. The circulation per capita on May 1 was over $34 per bead, the highest on record, end compared with about $27 per capita in 1900. HEAVT RAILROAD TRAFFIC •"Our railroads are still heavily taxed with freight, traffic managers all over the interior being hopeful in their views regarding business. Their chief problem Is that of properly handling the traffic which presses on them. In the month of March 71 roads reported gross earnings of 8 r»r cent ahead of the enormous traffic of last year. The companies ere therefore still under tb# urgent necessity of providing better facil ities. In providing the latter they are seriously handicapped by two considerations: First, the great Increase In expenses; and second, the dif ficulty of securing capital except at high rates of Interest. In the matter of expenses on the \u25a0hove reports It is noted that they Increased is per cent over last year, causing a decrease of over 2 per cent In profit*. This tendency towards diminished profits is today characteristic of our business enterprises- It Is not confined to rail roads alone, but Is rapidly entering Into in dustrial and mercantile operations, owing, as stated, to the high cost of commodities and labor. The railroads are really facing a serious problem — that of providing Increased facilities when profits are diminishing and rates of In terest advancing. Under ordinary circumstances they wocld reconp themselves by an advance In freight rates, but the present state of public opinion renders such a policy wholly inadvisable. In consequence, the roads must postpone con templated Improvements, as far as practicable, and confine them to those which are absolutely necessary." This followed the appearance of a pub . Jisbed abstract purporting to give the substance of the forthcoming report of the Interstate com merce commission on the results of the Inquiry Into the Harrtman railroad combination. The ••baracter of this alleged document was severe In Its strictures upon conditions revealed by the Investigation, and some drastic recommendations \u25a0were included looking to the correction of ex isting abuses. The substance of the report and the nature of the alleged recommendations con tained nothing that has not been, the subject of stock market discussion and of professed epprehension ever since the sensation created by the testimony before the commission, the feeling reaching Its most acute stage In the . h»sgbt of the March panic in stocks. The Iste recovery in the market was dne partly to covering of shorts and was significant of the lilghly professional character of the Belling on the decline. The same Influence kept Canadian Pacific com paratively firm all day after the sharp decline \u25a0 of recent days. National Lead was marked np briskly to the accompaniment of rumors of an Intended Increase In the df^dend rate. Some of the other metal and mining stocks also showed strength pn account of trade conditions. There was no important change in money con ditions. Bonds were heavy.
