June 17. — An im portant' order has been issued by thai interstate commerce commission re- i gardlng the posting of the tariffs of railroads. Under the new rate law it Is requfred that copies of the tariffs shall be displayed In two conspicuous places in every railroad station in or jfler that they may be inspected con veniently by the public The law au thorizes the - commission to modify these requirements and that body, real izing the impracticability of compliance with the precise terms of the law, has modified the provision to some extent. Numerous minor but Important changes have been made in the rules covering the construction and filing of I tariffs. - The new rules also permit car riers to authorise fast freight line agents to act for them In the publica ; tion and filing of tariffs under power ; of attorney. The commission expresses the opln ' lon that carriers may lawfully make special rates for the movement of troops when such movement is under orders and at the expense of the United i States government. an 4 that the rates so made need not be posted or filed. The reasonableness of a minimum carload weight to which carload rates j chall apply is recognized. The com- ! mission entertains the opinion that shippers should be given opportunity to use a car •which the carrier can fur ; nish if a car of the capacity desired by the shipper cannot be furnished with promptness, and that the tariff should provide that -when a carrier can not promptly furnish a car of desired capacity, but does furnish one of greater capacity, it may be used on tho basis of the minimum car rate applic able to the car ordered by the shipper. If a smaller car than that ordered by the shipper Is furnished it may be used i on the basis of the actual weight -when j loaded to its visible capacity. Instructions to shippers as to the in- j termediate routing cannot be disre-j garded by carriers unless the initial ) carrier reserves the right to dictate in-^ termediate routing in its tariff. Car- j riers will be held responsible for the > routing shown In bills of lading. - It is j emphatically stated that the commis sion will give no consideration what ever to tariffs which are not received ' at its office In time to give the statu tory notice: that literal compliance \u25a0with the law in that respect -will be ex acted and in all .cases of failure to comply therewith tariffs will be re-i jected. j EAGLES' PICNIC Go!den Gate Aerie.
