12 PRICES WILL NOT BE RAISED ON STOCKMEN Grazing Rates in National Forests to Remain as at Present WELCOME GOOD NEWS Western Rangers Are Mis informed as to Pro posed Policy SPECIAL DISPATCH TO THE CALL WASHINGTON. July 23.-^1 1 has been announced by the forest service that no general increase will be made in the fees charged for grazing live stock upon the national- forests during the present administration. Humors that a general advance was contemplated, had caused come uneasi ness among western stoclcnien using the national forest 'ranges. The pres ent fee is recognized as moderate. In point of fact it is much lower than that v.-hich private. owners of grazing lands similar to those in some of the forests are charging. > The government does not believe fin charging stockmen what might Le called the full market value of the grazing privilege — that is, letting the use of the range to the highest bid der, and trying to make as much as possible out of. the land. While there is no reason, why those who profit.in dividually by making use of the- na tional forests should not help meetth^ expenses of their protection, the forests are run not as revenue producers, but as sources of public benefit through rightly regulated use- Much misdirected criticism has aris en from th« failure of many people :to understand this. Some western papers have reprinted from the Congressional Record the estimate of the forester of the capitalized value of the national forests, totaling some $1,400,000,000, and have assumed that each of the general items meant that the government pro posed to turn these resources to ac count by a system of charges. It can be stated authoritatively that such a move was not contemplated. In their capacity to supply water for irrigation, the forests are Immensely valuable, 1 and the capitalized value of this use should be considered by the government as trustee for the public in estimating how much It is worth while to spend in order to protect the water conserving capacity of the forests. But no returns from the users of water for. irrigation were contemplated, nor could any change be made under exist ing laws. Grazing stands halfway, between ir rigation and lumbering in the matter of the propriety of the charge. When timber from the national forests is sold It is sold at the market price. Timber, as Mr. Pinchot said at the Denver convention, is a "transportable commodity;" forage on the range is not. To put up at auction the privi lege of grazing would open those who have settled in a region and those who have*a permanent interest In a partic ular range to what would often be a ruinous competition. Stability of th<s industry and the protection of the small settler who helps develop the country along permanent lines is of tho" first importance. To secure. these ends tho'l grazing fee is low, and the choice of i those allowed to use the range is made rflong lines which recognize residents and past users as having the lirst right. Though no general advance in fee 3'f ee3 ' will be made, some adjustment in the' interest of fairness will result *in cer- ! tain local changes. On some of the new national forests a lower rate than ordinary was fixed for the present sea son on account of. the crowded condi tion and consequent inferiority of the range. A slight increase in fee charges will be made in such cases as the ranges improve in condition and better service is given. . This will be simply to equalize charges on the basis of the present rate a.nd along the lines of fairness. Xo increase will be made above the standard prices Hxed this year for the 'liflferent state 3. The announcement by the forest serv ice that stockmen need not fear that the rate charged will be increased to an amount which they could not afford to pay will be welcomed throughout the western states. STRIKE 'BREAKER FIXED 510 John F. Duffy, a strike breaker, was convicted by Police Judge Cabaniss yes terday of carrying a concealed weapon and was fined $10.
