The "big stick" wasswung yesterday
just in time to prevent the amenable
supervisors from doing what they
thought they had been instructed to do.
When the board adjourned Tuesday aft
ernoon, its members fully expected to
reassemble yesterday afternoon _ and
pass the resolution which, in accord
ance with the recommendation of the
federated water committee, would make
the city's contribution to Spring Valley
reach a total of 1239.000.
LANGDOJV CHECKS THE RAID .
District Attorney Langdon did not
know until Tuesday what the board In
tended to do.. He .had not been" con
sulted. When he was advised that the
supervisors were' about to give Spring
Valley ?160,000, solely, because.S pring
Valley had demanded it, he decided that*
the matter would bear investigation.-;
The result of this decision was the
passing ', of the word that yesterday*
meeting would Tiot be necessary. So
industriously was the word passed that
when -the clerk' tried to organize, a
meeting only Tveitmoe, Furey, Mamlock
and McGushin were in evidence. Tveit
moe assumed the responsibility of the
chair and formally announced that, in
the absence of a quorum, the board
would stand adjourned until: the regu
lar meeting on-Monday.
District Attorney £>angdon was on
hand to see that there was.no quorum.
He left immediately after the an
nouncement of an adjournment and as
he went supervisors | began to materi-^
alize from ante rooms and. 'committee
rooms..- The first to appear? was TGai"

GALLAGHER'S. EXPLANATION
Gallagher", as sponsor for the. Spring
Valley resolution, explained the-atti
tude of himself and confreres,' who had
been prepared tojam the vicious meas
ure through when the . prosecution
called a halt. He said:
"I have nodesire to. pose. I am- no
saint and make no representations of
tainthood, but I believe that: l^an'd' the
other members of the .board .•who
were prepared' to pas* this ' resolution
are entitled Jo fair treatment. .' We
were; prepared' to act not on our own
judgment,'*. but on .what we believed I .to
