It was doe to a subsidence ot the frightened selling co strongly In evidence the past few days and also to a better class of buying which came from the big interests who hay« maintained a very ccscervatlv* position. There was considerable short covering and the list maintained Its strength cntll the close, with prices 1 to 5 points higher than yesterday's Cnal figures. Hie rally was due to reports that President Roosevelt will make a reassuring statement this afternoon, and as the short in terest was considerable and extensive there was a lack ef that liquidation which character ized the last few sessions and the market was rallied very easily. The short interest Is still of considerable extent and its presence should act as a sustaining Influence. X>tt York Stock Market Special by Leued Wire to The Call NEW TORK, Aug. 13. — The conference be tween Secretary of State Boot and the bankers today Influenced the stock market to a sharp rally. Union Pacific, coppers. Beading, St. Paul, the Hill stocks and the steel shares were the center of the movement. There was a great deal of short covering In progress that forced prices up rapidly, though the initiative for the advance was furnished by the supporting orders I that were generously spread over the market ' this morning. A rumor of a conference of bank ers and representatives of the government was taken as a bullish sign. The volume of transactions was greatly In ex cess of the volume yesterday, despite the great liquidation that was In force. In some securi ties the advance amounted to more than three points before 2 o'clock in the afternoon. From the start of today's business it appeared that the market would turn for the better. There was no sign at the opening of the forced selling of yesterday and Saturday. Prices in the main were higher. The declines were Inconsider able, or when particularly marked, as in one or two cases, of no significance — the natural de clines of inactive securities between Infrequent cales. The advance in prices for the next few minutes indicated neither a natural recovery, a healthy rally under good buying nor short cover- Ing. It was a combination of all, with the char acteristics of none predominating over any other. The supporting orders became evident in the careful buying. The list rose steadily and bar gain hunters hastened to complete their pur chases, though the leisurely movement of the bears Informed a great many that they were in too much of a hurry. The bears made no secret of the fact that they did not intend to cover while the market was in such an easy position to ee!L They allowed prices to rise slowly, only taking care to restrain any isolated securities from a headlong upward rush by sell ing freely whenever such a movement seemed contemplated. The liquidation movement seemed •to have worn Itself out In yesterday's violent decline. Several times during the morning the bears showed their power by driving a stock off a full point or more through the sales of a few hundred shares, but at 12:30 o'clock they made their first real effort, forcing St. Paul to 118*4. Union Pa cific to 124% and other securities proportion ately.
