TRANSFERS OTHERS Bureau of Engineering to Be Given Attention The reorganization of the force in the department of publio works will be begrun next Tuesday by President Casey when 16 temporary non-civil service employes will be dismissed from their positions and several others will be transferred Ao' other depart ments. Casey ascertained that the de partment was carrying a great deal of "useless timber," to use his own words. The entire force in the building per mit bureau will be removed and new employes substituted from the civil service list. Louis Sloss will be trans ferred from the outer office to the bu reau named. Vine building: inspectors from the civil service list will be appointed. They are George Beagley, Charles Sawyer. Thomas Saunders, Norman Hatfleld. James McGreevy, Louis Bal lej\ Andrew McKlnnie, A. J. Kosby and John Campbell. Two of these will be asslg-ned to the building permit de partment and three or four j non-civil service inspectors will be dropped. After the force has been reorganized Casey will turn his attention to the bu reau of engineering and It is probable that changes will be made in that de partment. 3 The salary roll there is about $7,000 a month, half of which Is for work done under the bond issue. The finance committee of the board of supervisors Is now investigating the matter and it is certain that a con siderable reduction will be made, in the salary roll of that bureau. The next matter to be investigated by Casey will be the payment of ex cessive salaries to some of the em ployes in the works department who were in high favor with the Schmitr- Ruef administration. While Casey be lieves in paying good' salaries he is of the opinion that some salaries have been boosted inordinately high and he purposes to readjust the roll so as to make the salaries more equitable." Fire Commission Saves Fifty Per Cent in Hay Bill Contracts Let for Porage at Greatfy Reduced Prices i As the result of advertising for new ! bids for forage, the fire commission will .effect a large saving during the current fiscal year. Last July a contract was awarded for hay at $24 a ton. After several tons had been furnished at that price Secretary McCarthy stopped its j purchase and bought hay in the open I market for as low as $12.50 a ton. At yesterday's meeting of the com j mission the contract for oaten hay was (awarded to Chase & Co. at $16.50 a ton I and for wheaten hay to George Eaton jfor $18.60 a ton. The, bids for straw i were rejected as excessive. i The bids for chemical engines, fire i engines and hose wagons were taken j under advisement by the commission. The commission appointed James I Finnigan. J. J. Stanton and Frank I Williams as hosemen from the civil service list. Supervisors Appropriate $33,000 for Temporary Schools Sixteen Thousand Will Be Used for Qlrls* High in Scott Street i The supervisors' finance committee appropriated yesterday $33,000 to build and equip seven temporary school houses, including $16,000 for the girls' high school in Scott street near Geary and also 12,600 to purchase additional yard room for the Bernal school. The committee ordered a' demand for $9,500 drawn In favor of Mrs. E. M. Goff in payment of a Judgment for a lot of land forming part of the public library site In the block bounded by Fell, Hayes, Franklin and Van Ness avenue. The entire block Is owned by the city. The committee decided to. pay $1,100 of the claims of A. .Waldteuf el, amounting to $5,000, for the return of taxes paid for the Telegraph hill bond issue, which was declared illegal by the courts. The bill for an automobile furnished the board of works was cut from $801 to $516 and, ordered paid. ' Building Committee Calls for New Plans for Schools The supervisors' joint utilities and building committee directed the board of works yesterday to prepare' new plans and specifications for the com pletion of the : Washington grammar and Laguna Honda schools. After the plans have been approved by the board of education the board of works will be. authorized to' enter into a contract for the erection bt the buildings. , It was disclosed that. P. R Qulnn, who had the original', contract for the Laguna Honda school, had been paid 124,000 on the contract: price of $54,914 for work done oh the ? building which was partially destroyed by, fire in April,* 1906. There Is* now $57,000 available to complete * the buildingr.' Lynch Brothers dld;ss,ooo, worth of work on the Washington school under their con tract and there is available about $114,000 to erect the building. After new contracts have been awarded^the matter of the settlement of claims for salvage and work done will be adjudi cated. ' . MAY ADD TO DOXD FUNDS William G. Burke, city attorney, ad vised the board of supervisors yester day' that it . was not confined to the specified $172,000 for. the purchase' 'of kites for the new; county. Jail ; ; and the addition to the hall of justice. ;In a lengthy communication to the board Burke set forth, his views, supported by numerous court decisions which de clare In effect that the sites and build ings for^which-$597,000 In; bonds 'were voted are coupled in one project Burke also thinks the board may appropriate additional funds to complete the pro ject if the proceeds 'of 4be bonds prove insufficient..
