pletion of the enumeration of the popu
lation of Cuba there has been accom
plished the first step in the direction
of the termination of the American in
tervention and the re-establishment of
the Cuban republic.
Pendlag the difficult task of tabulat

tration lists by municipalities and

KANSAS CITY, Mo., Nov. 24.— N0
charge has yet been preferred against
General ft. C. Home, the stock holder
and editorial writer or the Kansas City
Post, who yesterday shot and wounded
O. D. Woodward, president of the Post
company, and H. J. Groves, managing
editor of the paper. General Home is
being. held at the police matron's office
at the city hall awaiting the outcome
of his victim's injuries.
Both patients are resting \u25a0well to
night. The bullet which struck
Groves ha.s not been removed, nor has
It been definitely . located, although it
Is believed to be in the muscles of the
back. Unless unfavorable symptoms de
velop no effort will be made to re
move the bullet for several days.
The bone in Woodward's arm was
shattered, and the necessity of amputa
tion may develop, but tonight his phy
sician stated that it is too early to de
terrrrfne whether the member can be
saved.
GERMANY'S NAVY BUDGET
BILLIM FOR TEN YEARS
BERLIN. Nov. 24. — The ministry of
marine has prepared estimates of the
probable cost of the navy for the 10
years, 1906-1917, for submission to the
reichstag. The total is $1,043,000,000, or
an average of $104,250,000 yearly.
The expenditures beginning with
$54,750,000 in 1908 rises to 1101,250,000
in 1203; J110.000,000 in 1910 and $115,
250.000 in 1911, thence declining to
M 04 .250.000 in 1917.
The ministry's estimate officially eub
rnitted to the reichstag in 1906 for the
came period totals" $245,500,000 less, so
that the modified program brought In
by the government for the approval
of parliament cost* on . an average of
$1*4,500,000 more yearly than hitherto.
F. P. SARGENT IS RECOVERING
WASHINGTON', Nov. 24.— The. condi
tion of Frank P. Sargent, commis
sioner general of immigration of natur
alization, showed marked Improvement
today. It had been reported that he
was suffering from a blood clot on the
brain, but his physician said tonight
that his illness was caused by over
exertion incident to official duties.
NEED TEACHERS IX PHILIPPINES
WASHINGTON. Nov. 24.—The bureau
of insular affairs has received a cable
gram from the governor general of the
Philippine indicating that probably
300 teachers will be required the
beginning of the next school year,
which opens in June. These teachers
will be selected from among . those
passing either the "teachers" or "as
eistants' " examinations.
TRYING TO "DRY" NEW ORLEANS
NKW ORLEANS, Nov. 24. — With a
"dry" N>w Orlrans as the aim of the
prohibitionists and a "reformed** New
Orleans as the object of the saloon
keepers, a crusade reflecting the pro
hibition movement in other parts of
the south began here today. Ministers

DETROIT, Mich., Nov. 24.— 1t is re
ported that the steamer Monhasset
burned to the water's edge last night
on Thunder bay. Lake Huron, and that
