WASHINGTON, Dec. 10.— Rear Ad miral EobleyD. Evans has rffceived his sailing orders and has been on board his flagship, the Connecticut, since "yes terday evening. He is still, in daily "wire communication with the depart ment, but' the chiefs know well enough' that "Fighting Bob"- is impatient for the sailing day, when he can cut loose from bureaucracy ftnd red tape .and can swing his men-of-war, into a column of fours to head down the coast on the most remarkable trip ever un dertaken by a fleet of the American navy. Not even in war has there been such full preparation for a voyage- of'-Amer ican ships as that made for the sail ing of this . armada under the com mand of Evans. President Roosevelt has realized from the moment last June when he told Admiral Bro\vnson that his mind was made up to order the Pa cific cruise that disaster or even minor accident would bring upon his head something worse than the mere cen sure of the nation. His responsibility In this matter is absolutely a personal one and beside it. the burden upon Ad miral Evans is light. ..; . The commanding officer of the fleet cannot control" the weather nor can- he control entirely the captains of the ships. An error of one man may bring trouble which will not 'fall on the im mediately guilty. 'but the chief of the expedition. President Roosevelt sanc tioned the order for the cruise to .the Pacific in the face of ~fierce__cxUlcism. He is ready to abide the issue, staking much more upon It than the mere continuance of his personal opinion.
